The Engineering Records and Compliance Specialist reports to the Supervisor of Engineering Records. The incumbent reviews, develops, and participates in procedures and processes pertaining to physical records that document the make-up of the pipeline system in accordance with good business practices and government requirements and regulations for new pipeline projects, pipeline replacements projects, and facility installations. Ensures verifiable, traceable, and complete records exist for each facility installation.
- Perform detailed research on existing gathering pipelines included in the Gathering Mega Rule to achieve traceable verifiable and complete records for those assets.
- Specialist ensures that Engineering and Operations procedures and practices serve to accumulate, sort, publish, and store appropriate technical and engineering records that document the components of the pipeline system.
- Establish and maintain standards regarding the Company’s Document Management System. Provide training, instruction, & support to Engineering Construction, Division, Area, and Construction Contractor personnel on use of the company’s record management system and how documentation shall be collected & uploaded.
- Verifies that all documents are in accordance with applicable state and federal regulations governing business operations (DOT, FERC, Energy Transfer). Traceable, verifiable, & complete records must be insured for all facility installations.
- Assists field locations with operational, procedural or record keeping problems by reviewing field documentation and/or project completion processes. Interface with Field operations, GIS personnel, Pipeline Integrity, Project Engineering, Construction Contractors, and Survey Crews throughout project duration.
- Develops & enforces specifications used for performing record and documentation scanning, indexing and other activities related to record storage and retrieval for Construction Projects. Ensures that the specifications communicate the needs of the Company, and the requirements for how the task is to be performed. Provide oversite and guidance to Construction Contract employees for the duration of a project.
- Provides input in development of O&M and Capital budgets which will be utilized by the Department in establishing setting goals and objectives that impact work schedules and priorities.
- Provides information necessary for the development of scope of work for engineering projects in the form of historical records. Provides audit assistance to the Engineering Construction, Area and Division personnel (as required) for the purpose of identifying deficiencies and determining remedial or corrective actions to be taken to ensure verifiable, traceable, & complete records.
- The Specialist will provide As-built mark-up, Survey data requirements, and project completion training as required. Individual will perform field audit trips throughout the duration of construction to ensure documentation is properly collected and assembled during the construction phase to assist the as-built process. The Specialist will train on the various department applications (PCTS, Project Pulse, FileNet).
- Provides assistance with development of records management programs. Maintains contacts with peers within the industry by attending seminars and conferences
- Bachelor's degree or equivalent work experience.
- A minimum of 4-8 years’ experience in the pipeline transmission field; or in a technically related field.
- Must have an extensive background and knowledge in all phases of document management, design techniques, engineering codes, standards, procedures, and records experience in the pipeline industry.
- Ability to work with Project Management, Design Engineering and Third-Party Engineering Personnel.
- FileNet Imaging system experience required.
- Familiar with DOT Code Part 192 and ANSI
- Proficient at analyzing drawings and documentation associated with pipeline facilities. Knowledge of GIS System requirements, Survey Requirements, Red-Line Mark-Up requirements, Material Documentation Requirements, and Company Documentation Requirements.
- Must have strong written and oral communication skills and the ability to effectively interface with individuals at all levels of the organization.
- Must be a self-starter and possess strong organizational skills to organize and prioritize daily work with minimal supervision.
- Must be able to operate in a technical environment involving multiple projects and exacting timelines.
- Regular field trips to operations facilities, construction sites, or division offices.
Required experience is commensurate with the selected job level:
- The Specialist/Analyst level requires a Bachelor’s degree or equivalent experience and 2-5 years of relevant job related experience
- The Senior Specialist/Analyst level requires a Bachelor’s degree or equivalent experience and 5-8 years of relevant job related experience
- The Lead Specialist/Analyst level requires a Bachelor’s degree or equivalent experience and 8+ years of relevant job related experienceThe work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.

- Must be able to remain in a stationary position 75% of the time due to prolonged periods of sitting or standing.
- Occasional overnight travel may be requested.
- Occasional visits to industrial/manufacturing settings, which may include exposure to various materials and chemicals, as well as extreme temperature conditions and loud machinery, and require appropriate personal protective equipment.
- Participation in rotating after hours on-call schedule required.
