GENERAL PURPOSE

Under general supervision, performs semi-skilled laboring tasks. Will participate in daily assembly and delivery and the receipt and inventory of all containers and associated parts, and operating equipment necessary in the delivery and disposal of containers. Wash and clean used carts and containers.


REPRESENTATIVE DUTIES

The following is a summary of essential functions and duties required for the position of Solid Waste Field Technician. Coordinates, distributes, and picks up all solid waste carts and containers for all new and closed customer accounts in a timely manner.
Assembles, disassembles, and repairs refuse containers using air wrenches, compressors, impact wrenches, drills, and other hand tools.
Loads and unloads refuse containers onto and off trailers.
Assists customers with solid waste inquires and provides efficient customer service out in the field.
Keeps accurate inventory records of new containers and associated parts.
Maintains and salvages usable parts from damaged containers which cannot be repaired to be disposed of at recycling center.
Receives solid waste carts and containers from vendor and ensures that they are assembled.
Cleans used containers using a steam compressor and assures the carts and containers are in service order.
Receives all work orders from the solid waste clerks and assures they are completed.
Makes field customer contact when there is a complaint or concern to ensure performance of services.
Operates a variety of equipment including fork-lift, one-ton pick-up, stake bed truck with trailer, brush truck, and rear loader in the delivery of refuse containers.
Demonstrates superior seamless customer service, integrity, and commitment to innovation, efficiency, and fiscally responsible activity.
Records mileage and fuel consumption of truck driven.
Complies with all safety standards as they pertain to equipment and facility operations.
Must be able to establish and maintain effective working relationships with fellow employees, officials, and the public.
Performs any other duties as required. Perform duties of immediate supervisor or coworkers as necessary to ensure continuity of operations during absences.
Maintains safe work practices according to District’s rules and policies.
Performs any other duties as assigned by the Solid Waste Manager.


QUALIFICATIONS

The following generally describes the knowledge and qualifications required to perform the essential functions and duties of the position of Solid Waste Field Technician.

Education and Experience Guidelines- Below is a summary of the minimum educational qualification requirements for position of Solid Waste Field Technician.

Education/Training: High School Diploma or GED. Bilingual preferred (English and Spanish)

Experience: Six (6) months of heavy manual work and experience which provides skill in the use of tools such as air compressors, air wrenches, impact wrenches, electric drills, and other hand tools. One (1) year experience operating one-ton pick-ups.


License or Certificate:

· Valid Texas Class “C” Driver’s License or equivalent from another state and must have an acceptable driving record.


Knowledge, Skills, and Abilities:

Application of general knowledge of safe maintenance and operation of heavy equipment used to collect, transport, and dispose of solid waste and hazardous materials.

Application of general knowledge of federal, state, and local laws concerning handling and disposal of solid waste and hazardous materials.

Ability to move heavy objects such as refuse containers weighing 50 pounds frequently for short distances (20 feet or less).

Ability to perform heavy manual labor for extended periods of time in a variety of weather conditions with exposure to the outdoor elements.

Ability to make precise arm-hand positioning movements and maintain static arm-hand position to operate an electric hand drill. Make skillful, controlled manipulations of small objects (examples: assemble pegs, washers, collar units, and inserts them in a small hole).

Ability to bend or stoop repeatedly or continually over time.

Ability to travel across rough, uneven, or rocky surfaces.

Skills in the use hand tools and machinery in a safe manner.

Skills in safe methods of lifting heavy refuse containers.

Clear, concise oral and written communication to prepare and present daily documentation logs and reports.


PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Environment: This position functions in bothindoor and outdoor environments due to the nature of the District’s business and various work locations. Travel from site to site will be required. May be exposed to noise, dust, and inclement weather conditions. Frequent exposure to moving machinery and equipment, hazardous chemicals, uneven terrain, extreme weather conditions, animals, reptiles, fumes, and materials common to collection, transportation, and disposal of solid waste, recycling, and hazardous materials. Occasional exposure to hostile customers or citizens.

Physical: Primary functions require sufficient physical ability and mobility to work in a professional office andfield environment; to stand, stoop, reach, bend, kneel, squat, climb ladders, and walk on uneven terrain, loose soil, and sloped surfaces; to lift and/or carry light weights up to 50lbs; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; ability to operate a vehicle to travel to various locations; and to verbally communicate to exchange information.

Vision: Must be able tosee in the normal visual range, with or without corrective devices. Must be able to read.

Hearing: Must be abletohear in the normal audio range, with or without corrective devices.

Travel: Travel is primarily local during the business day.

Personal Protective Equipment Required: Required to comply with requirements as specified in regulations for personal protective equipment including hard hat, safety vest, eye protection, safety gloves, face mask, and steel-toe shoes.
