JOB SUMMARY
The Senior Water Resources Analyst is responsible for overseeing and administering the Company’s water rights, regulatory reporting, permitting activities, surface water contracts, and recharge and assured water supply programs. This role also manages the Company’s membership in the Central Arizona Groundwater Replenishment District (CAGRD) and conducts detailed analyses related to water resource laws, rules, and regulations affecting private water utilities. This position reports to the Vice President – Water Resources.
ESSENTIAL DUTIES AND RESPONSIBILITIES
With limited supervision, the Senior Water Resources Analyst will perform the following functions:
•Regulatory Reporting: Administer reporting related to the Company’s service area rights and community water systems. Ensure accuracy in well production, customer data, and parcel geographies. Prepare and file annual reports with the Arizona Department of Water Resources (ADWR) and represent the Company in related audits.
•CAGRD Administration: Oversee all aspects of the Company’s membership in the CAGRD. Prepare and file required reports, coordinate with Engineering on new subdivisions, maintain legal documentation, and attend relevant regulatory and legislative meetings.
•Surface Water Supply Management: Manage annual water orders, monitor deliveries, and lead efforts to protect the Company’s surface water supplies. Attend meetings impacting Company water contracts.
•Assured Water Supply (AWS) Program: Collect and track data related to AWS determinations, including subdivision geographies and construction activity. Participate in all AWS-related meetings and processes.
•Recharge Program Oversight: Administer regulatory reporting for underground storage and recovery permits. Coordinate with Engineering, the Recharge Hydrologist, and Environmental Compliance Manager on water deliveries and permit compliance. Manage participation in recharge and groundwater savings facilities, including those operated by external parties.
•Well Permitting: Coordinate with Engineering and consultants to apply for and secure well permits. Ensure regulatory compliance and represent the Company in discussions or meetings affecting well operations.
•Policy and Legislative Support: Collaborate with the Vice President – Water Resources on water policy issues. Conduct research and detailed analyses in support of legislative and regulatory initiatives.
•Other Duties: Perform additional duties as assigned.
REQUIRED SKILLS AND COMPETENCIES
•Comprehensive knowledge of Arizona water resource laws, regulations, and practices.
•Proficiency in Microsoft Office Suite (Word, Excel, Access, PowerPoint).
•Strong analytical and quantitative skills.
•Excellent written and verbal communication abilities, including public speaking.
•Ability to follow both oral and written instructions.
•Demonstrated reliability, punctuality, professionalism, and sound judgment.
•Physical ability to perform duties including lifting up to 50 lbs., walking, standing, bending, reaching, crouching, and performing repetitive motions.
EDUCATION AND EXPERIENCE REQUIREMENTS
•High school diploma or equivalent.
•Bachelor’s degree or higher in a relevant field such as water resources, hydrology, water policy, natural resources, environmental science, engineering, or a related discipline.
•Minimum of ten (10) years of experience in water resource planning, management, or policy. A combination of education and directly relevant experience may be considered in lieu of this requirement.
