Definition

Under the supervision of the Assistant General Manager of Engineering & Operations, the Internal Systems Administrator (IT) will be responsible for the technical design, planning, implementation, and operation, as well as the highest level of performance tuning and recovery procedures for mission critical enterprise systems. They will serve as a technical expert in system administration for complex operating systems, performance analysis, network design and security. They will recommend, design and configure the operating systems and system applications, in addition to conducting routine investigations and audits, analyzing the feasibility of system requirements, and developing system specifications. They will identify methods and solutions while providing project leadership and management to deliver a high level of service to the department’s customers in support of Electrical District No. 3 IT and OT networks.


Essential Functions

- Assumes responsibility for the technical design, planning, implementation and operations for ED3 mission critical enterprise.

- Designs and implements complex local and wide area network systems, supporting enterprise-wide applications.

- Establishes or recommends policies and procedures for system use and services.

- Installs, configures, and maintains servers, workstations, laptops, network devices and other devices, ensuring proper integration with other computer systems.

- Performs software installations and upgrades to operating systems and layered software applications.

- Monitors and tunes systems to achieve optimum performance levels.

- Plans and implements systems security procedures, to include firewalls, host and client access, file permissions and user accounts.

- Assumes responsibility for ensuring effective technical support for all network computer users.

- Receives and prioritizes help requests from users. Ensures that all problems are tracked, resolved, and verified.

- Provides phone support answering technical questions.

- Provides information to all users regarding system status, operability, proper equipment use, and printer functions.

- Maintains, upgrades, and repairs PCs and peripheral equipment for all systems.

- Loads and verifies software and checks for correct operations.

- Completes hardware and software licensing functions and inventory management duties.

- Maintains security and integrity of the database and network system.

- Makes recommendations for technology purchases and system expansion to support the District’s growth.

- Supports ED3 with Work from Home, hybrid environments, supports Microsoft Teams, and Zoom technologies

- Assumes responsibility for the efficient installation and maintenance of telecommunications hardware and electronic equipment.

- Installs hardware and equipment including telephones, wiring, and cables at designated locations.

- Performs maintenance and upgrades to the telephone system. Monitors, checks, and updates equipment as necessary.

- Handles all requests for additions, changes, and removals of telecommunications systems and interfacing.

- Installs terminals, printers, and related data communications equipment.

- Provides audio visual support for ongoing projects and meetings.

- Monitors system operations and performance of electronic hardware throughout the Company.

- Maintains the voice mail system. Adds, changes, and deletes mailboxes, menus, and announcements on the system.

- Performs preventive maintenance on all hardware and equipment as scheduled.

- Must be able to lead and develop an IT team.

- Supervisor and mentor internal IT staff (system admin)

- Delegate tasks effectively, balance workloads, and oversee performance reviews, coaching and disciplinary actions.

- Lead recruitment, onboarding and professional development efforts for your team.

- Facilitate cross-functional collaboration with operations, engineering, and leadership to align initiatives with business objectives.

- Must be able to have a forward-thinking vision in order to build the IT department, develop staff members and contribute to the overall mentality of fostering future business growth.

- Assumes responsibility for establishing and maintaining professional working relationships with members, vendors, and outside contacts.

- Ensure that technical problems are tracked, documented and resolved promptly and effectively.

- Ensure that project and operational deadlines are met.

- Obtains and conveys information as needed. Documents all problems including cause and resolution information.

- Promotes goodwill and a positive image of the organization.

- Assumes responsibility for establishing and maintaining effective working relationships with area staff, other departments, and management.

- Responds to requests for help promptly. Provides clear and concise answers to technical questions.

- Tracks and records resolutions of problems for future reference, training, and reporting.

- Cooperates with different departments to assist in providing technical solutions as needed.

- Keeps management well informed of area activities and of any significant problems. Attend meetings as required.

- Maintains accurate and up-to-date reports.

- Assumes the responsibility of developing and maintaining a proper IT budget on a yearly basis subject to annual budget authorities.

- Develops and implements an approval process for IT purchases, creating and maintaining the proper authority and/or written process for staff requests. Ensures all IT purchase requests receive appropriate approvals from Executive Management on a regular and timely basis.

- Assumes responsibility for related duties as required or assigned.

- Ensures that the work area is clean, secure, and well maintained.

- Performs miscellaneous projects as assigned.

- Updates technical skills as required.

- All other duties as assigned.


Essential Qualifications

- Knowledge of Network infrastructure and design, VLANs, virtualization technologies (Hyper-V, VMware, vSphere), with Linux experience considered a plus.

- At least 5 years of related hardware and software experience.

- Able to work well independently.

- Good problem-solving skills.

- Must be able to supervise IT staff and give regular instructions for employee tasks.

- Strong written and verbal communication skills.

- Able to use all technical equipment, tools, and testing devices.

- Utility industry experience (preferred)

- Knowledge of Sophos XGS Firewalls/Endpoint Protection

- Meraki Networking, Firewall and Wireless administration

- Netgear backbone 10G switch management

- Administration of 900Mhz ISM Xetawave Network and Licensed 900 Mhz Network

- Networking Interoperability and support for Microwave links

- VMWare Administration including Host Servers, EMC SAN and Veeam Backup

- Backup and storage management with Dell Data Domain and ObjectFirst

- Access Control System for doors and gates

- ARIN IP & ASN Management

- Darktrace Email and Network Security

- Camera/Physical Security for Campus & Substations

- Windows Server & Client patch management via WSUS and Intune

- Microsoft 365 Administration and on-premises - Active Directory Management

- Exchange Hybrid Administration

- Lumen Hosted Voice Administration including IVR and SIP trunk management

- SD-Wan and ISP services (Cox, Lumen)

- Power and Environmental monitoring for Server rooms and Connex units

- Cellular and Mobile device management

- Copier/desktop print services

- IT procurement and vendor order placement (Dell,CDW-G,Amazon,Misc Suppliers)

- Fuel master system management for -gas tanks and pumps

- Experience with vendor software such as KnowBe4, NISC, Autodesk and Adobe


Education & Experience

- Bachelor’s degree in Computer Science, Information Technology, or related field (Master’s preferred).

- 5+ years of IT experience, systems administration, infrastructure, or internal systems roles (e.g., servers, networks, applications, virtualization).

- Minimum 2 Years of supervisory experience.


Physical Requirements

- Must successfully pass pre-employment drug test and background check.

- Must successfully pass a pre-employment physical and back X-Ray exam.

- The employee must regularly lift and/or move up to 35 pounds.
