The successful candidate will join the Revenue Management & Rate Operations team, supporting the administration of transmission and distribution service tariffs, customer policies, and revenue-related activities.
This role acts as a subject matter expert, advising internal stakeholders on tariff and policy matters in alignment with customer needs and operational requirements. The candidate will also be responsible for a range of functions including regulatory filings, rate evaluations, and ensuring compliance with regulatory, policy, and revenue management practices.
• Provide specialist knowledge to internal stakeholders and customers regarding the operations of transmission and distribution rates, and the application of the Electric Tariff and policies.
• Provide direction to operation teams to resolve complex customer enquiries, escalations, billing issues, and rate impact analysis.
• Collaborate with operational teams to identify, evaluate and mitigate key revenue management risks in customer service solutions and business processes.
• Administer the regulatory and policy processes related to transmission service requests, including preparation of electricity supply agreements, tariff determination letters, billing adjustments and unique commercial agreements.
• Adapt existing / develop new business practices consistent with rate/tariff principles and established precedent; respond to changes in corporate objectives, government policy, commission direction, new standards and/or legislative instruments.
• Support regulatory proceedings, including the drafting of evaluation reports, applications, information requests, written evidence, and witness preparation.
• Serve as a customer service SME in assessment and implementation of tariffs, policies and other policy and regulatory changes, which include system changes, process development, as well as external and internal stakeholder communications and education.
• Design and present content at industry and stakeholder engagements to advance the understanding of rates and tariffs.
• Support business case development for complex rates and projects with technical, financial, business and strategic expertise; includes review of alternatives, financial analysis, rate modeling, drafting support and preparation of briefing materials for senior management and the government.
• Represent rate operations, compliance and revenue management in cross-organizational working groups, project teams and regulatory filings that affect administration and delivery of rates and tariffs.
• Establish and maintain strong, effective, influential working relationships (including at senior levels) across multiple BC Hydro organizations and departments.
• A Bachelor's degree combined with a minimum of eight (8) years of progressive, more responsible experience in the project management and/or development of rate or regulatory applications, complex projects, compliance initiatives (or undertakings of a similar nature).
• In-depth understanding of electric utility systems, BC Hydro’s services, customers, the evolving utilities industry and regulatory context.
• Knowledge and understanding of BC Hydro’s regulatory framework, rate design principles and practices, BC Hydro’s Electric Tariff and / or rate design issues impacting BC Hydro’s business is preferred.
• Strong writing skills – ability to distill complex issues, understands diverse audience needs and write briefing materials, applications, and other regulatory documents to effectively communicate regulatory proposals to internal / external stakeholders and interveners as well as senior leadership.
• Expertise in preparing briefing materials and financial analysis for executive-level review
• Excellent interpersonal communication skills, including experience preparing and delivering effective and persuasive presentations to diverse audiences to obtain feedback and / or approval on strategic initiatives.
• Strong analytical and quantitative analysis capabilities with Microsoft Excel including modeling would be an asset.
• Logical, pragmatic and attentive to detail; ability to multi-task and work both independently and collaboratively in a fast-paced environment.
• Ability to quickly grasp business, technical, financial, legal and regulatory concepts.
• Experience working with (or in) resource-based industry such as oil and gas, pulp and paper, mining, forestry, electrochemical, etc. is an asset.
• Public engagement experience in rate designs or regulatory proceedings is a strong asset.
