As the senior technical authority for facility systems, including mechanical, electrical, and life safety, this role directs a team of engineers and specialists responsible for bridging design intent with operational reliability. Working in close partnership with Facilities Operations, Energy Controls, and Construction, the role drives continuous improvement in system performance, procedural discipline, and infrastructure resilience across the portfolio.

Essential Responsibilities

Operations Engineering: As the subject matter expert function within Facilities Operations, this role leads a team responsible for technical support, issue escalation, root cause analysis, and advanced troubleshooting across all sites. It defines and governs infrastructure standards for mechanical and electrical systems, including equipment selection, labeling, metadata integrity, and one-line documentation. The team collaborates with design, construction, and analytics groups to establish asset performance baselines and monitoring strategies that promote long-term reliability. This role also owns the commissioning function for the organization, serving as the operational authority during system turnover and startup. Through involvement in commissioning, closeout, and retro-commissioning, the role validates safety, completeness, and consistency with operational expectations. It also facilitates the feedback loop from field operations into upstream design, ensuring that real-world operating conditions inform capital projects, vendor selection, and system specifications.
Change Management: This role leads the change management function for Facilities Operations, with end-to-end ownership of all Standard Operating Procedures (SOPs), Methods of Procedure (MOPs), and Emergency Operating Procedures (EOPs). It governs the development, review, and distribution of these documents to align with evolving system designs, site conditions, and risk thresholds. All proposed changes to critical infrastructure flow through a structured change control process, which this role facilitates in coordination with stakeholders from HSE, Engineering, and Site Operations. In addition to procedural oversight, the role supports training and communications efforts to drive consistent adoption and implementation across all regions.
Energy Controls: This role leads the energy control strategy and execution across all facilities, serving as the designated Energy Marshall responsible for site-level safety governance related to energy isolation and system restart. It owns lockout/tagout protocols, energy flow documentation, and startup coordination, ensuring alignment with industry standards and evolving operational complexity. In partnership with HSE, site operations, and engineering teams, the role embeds energy risk awareness into the broader organizational culture. Beyond risk management, the role also supports system efficiency and sustainability goals by identifying controls tuning opportunities, validating load management strategies, and contributing to corporate energy performance initiatives.

Education, Skills, And Experience

Bachelor’s degree in engineering, facilities management, or a closely related technical field, providing the analytical and systems-based foundation necessary for infrastructure leadership
Advanced certifications such as Lean Six Sigma Black Belt, Certified Energy Manager (CEM), or Project Management Professional (PMP) are strongly preferred and signal mastery in process control, continuous improvement, and program execution
A minimum of 10 years of progressive experience in high-reliability, technically complex operational environments, with at least 5 years in a leadership role overseeing multidisciplinary teams, critical systems, and vendor relationships
Alternatively, a minimum of 15 years of military service in a technical specialty (e.g., engineering, facilities, maintenance, or energy systems), including leadership roles in high-stress, mission-critical settings, will be considered as a qualifying path
Proven track record managing operational infrastructure across distributed sites, where rapid decision-making, system resilience, and tight procedural control are necessary to support sustained uptime
Deep technical expertise in mechanical, electrical, and life safety systems within mission-critical environments, including operational responsibility for maintenance programs, system troubleshooting, and standards governance
Demonstrated capability to lead commissioning, retro-commissioning, and system startup processes, ensuring readiness, safety, and long-term performance. Strong fluency in change control, including the development and lifecycle management of SOPs, MOPs, and EOPs aligned with engineering and operational best practices
Effective cross-functional collaborator with the ability to integrate input from construction, analytics, energy management, and health & safety to drive operational consistency and improvement
Exceptional leadership and communication skills, with a track record of building high-performing teams, driving alignment across departments, and fostering accountability at all organizational levels
Systems-level thinker with a disciplined approach to execution who is able to translate strategic priorities into detailed, actionable plans that improve infrastructure reliability and operational safety
Working knowledge of computerized maintenance management systems (CMMS) and asset performance data structures; familiarity with operational analytics, failure code analysis, and asset hierarchy design is a plus
Committed to continuous improvement and resilient operations, with the ability to lead under pressure and adapt to evolving business and technical requirements
