About This Job

The Water & Engineering Technology Department is seeking a Senior Engineer - HVAC Mechanical. This position manages the development and implementation of mechanical engineering and HVAC projects for the wastewater treatment and pumping facilities, including planning, design, startup, and construction management. Serves as a key technical resource to lead and support capacity, reliability, and/or performance related to mechanical infrastructure systems at the wastewater treatment, pump station, laboratory, and office facilities.


Essential Functions

(The essential functions listed below are not intended to reflect all duties that may be assigned to this classification. The Clean Water Services (CWS) may augment duties and/or essential functions at its discretion. Additionally, some incumbents may not perform all Essential Functions.)

Manages the development of mechanical engineering projects, including heating ventilation and cooling (HVAC), HVAC controls, hydraulic systems, air systems, and plumbing systems.
Develops mechanical engineering project schedules, prepares budgets and scopes. Drafts competitive bidding documents; assists in the bidding and awarding of contracts; administers contracts and approves payments to contractors.
Oversees and supervises the selection and management of engineering consultant contractors. Coordinates work with project stakeholders, government agencies, other CWS divisions, contractors, and consultants. Reviews engineering reports, specifications, designs, plans, and other documents for compliance with CWS standards, applicable building codes, constructability, accuracy, and completeness; ensures compatibility of cost-effective materials, equipment, building systems, and construction methods for proposed plans and specifications; conducts quality assurance and control.
Provides technical review of existing mechanical systems (HVAC, HVAC controls, hydraulic systems, air systems, and plumbing) deficiencies, detailed analysis of equipment failures, efficiency audits, troubleshooting assistance, and development of solutions.
Serves as the Engineer of Record providing licensed certification for the mechanical design of various projects within area of specialization; establishes priorities, tracks budgets and schedules, develops work processes and procedures to meet goals, and directs the work of professional and technical staff, consultants, and contractors.
Ensures project compliance with all relevant federal, state, and local laws, regulations, ordinances, codes, and policies, and CWS policies and procedures.
Participates actively in safety programs; promotes workplace safety and good maintenance methods.
Supervises the work of technical staff. Oversees employee development and performance, including selection and training; preparation of performance appraisals and development or improvement plans; resolves complaints and grievances; implements disciplinary actions.
Assists in creating a positive and supportive work environment; enforces a safe workplace; establishes a culture of teamwork and communication; creates a workplace that promotes the organizational values of workplace diversity, equity and inclusion and actively promotes an environment respectful of living and working in a multicultural society.
Drives a CWS or personal vehicle for work-related purposes.


Qualifications


KNOWLEDGE OF:

Hydraulic systems design theory, principles, practices, regulations, equipment, construction, and the application to industrial facilities
Mechanical systems design theory, principles, and practices and the application to industrial facilities
Mechanical systems related to environmental temperature, humidity, and ventilation control in laboratory, industrial, and office environments
Principles and practices of project development, scheduling, and management
Principles and practices of budget preparation and administration
Pertinent federal, state, and local laws, codes, and regulations concerning permits, construction, contracting, and environmental protection
Principles of supervision; teambuilding and coaching techniques and practices

SKILL IN:

Selecting, supervising, training, and evaluating staff

Preparing, reviewing, and evaluating engineering studies and designs
Estimating engineering and construction costs
Preparing bid specifications
Negotiating and administering contracts
Preparing and administering complex budgets
Preparing clear and concise administrative and financial reports
Analyzing problems, identifying alternative solutions, projecting consequences of proposed actions, and implementing recommendations in support of goals
Researching, analyzing, and evaluating new service delivery methods, procedures, and techniques
Use of computers and computer software including word processing, spreadsheets, CAD design, modeling software, and databases

ABILITY TO:

Efficiently design, develop, and manage multiple complex engineering projects to completion within scheduled deadlines and allocated budgets

Understand and interpret specifications, maps, specifications, plans, and reports pertaining to design and construction projects
Interpret and apply pertinent policies, procedures, laws, regulations, and permits
Establish and maintain effective working relationships with those contacted in the course of work including a variety of CWS staff and other government officials, contractors, community groups, and the general public
Operate effectively in a team environment
Communicate effectively, both orally and in writing


EXPERIENCE AND TRAINING GUIDELINES:

The following are the minimum qualifications for this position.

3 years of project management experience including leadership roles, staff supervision, or managerial experience;

5 years of experience in the design, construction or maintenance of HVAC and mechanical systems in industrial facilities;

Bachelor’s degree in mechanical engineering, or a related field preferred.


CERTIFICATION AND LICENSURE REQUIREMENTS:

Candidates must possess current registration as a Professional Engineer in the State of Oregon at the time of application or possess current registration as a Professional Engineer in another state and obtain registration in the State of Oregon within six months of hire.

Candidates must possess and maintain a valid state issued driver’s license.
