The Clark County Water Reclamation District is seeking qualified candidates to apply for the Senior Civil Engineer (Civil, Mechanical, Structural, Electrical, or Chemical) position.
This recruitment will be used to fill current and future vacancies in various areas of Engineering & Construction Service Center.
Construction
Management:
This position will be primarily responsible for:
•Managing and overseeing the construction of multiple small-, mid-, and large-scale projects as part of the District's Capital Improvement Program (CIP).
•Ensuring contractor conformance of the construction documents.
•Exercising sound independent judgment within procedural guidelines to resolve contractual and field conflicts encountered.
•Developing, initiating, and/or managing cost controls (change orders, invoicing, requests for information, claims) and project delivery (notices to proceed, construction submittals, schedule, notices of completion, project closeout).
•Leading construction progress, partnering, and status meetings. Communicating and interfacing with the contractor, design consultant, District staff, and other public agencies and private parties.
Development Services:
This Position Will Be Primarily Responsible For:
•Performing civil plan evaluation utilizing published standards (such as the DCSWCS) and providing detailed comments to the Engineer of Record.
•Providing information to the public (in-person, virtually, email, or phone), requiring the interpretation and application of policies, procedures, and regulations and standards.
•Interfacing with District staff in other service groups, utility agencies, engineers, consultants, contractors and other governmental agencies to clarify issues, resolve engineering problems and conflicts.
•Establishing a positive working environment, leading by example, and mitigating conflict by demonstrating effective interpersonal skills, ability to critically think, and be an active and engaged team member.
Design:
This Position Will Be Primarily Responsible For:
•Managing multiple Capital Improvement Projects (CIP) of varying scope.
•Forecasting, measuring and aligning the cost, scope and schedules of projects being managed to assure successful project outcomes.
•Managing the implications of the project pipeline on both the sourcing organization function (CIP based expansions, Operations, Maintenance) and receiving organizational function (Construction).
•Developing optimized scope documents through broad stakeholder interactions and managing scope changes by maintaining a continuous feedback loop with the stakeholders during project execution.
•Coordinating with jurisdictional agencies, utilities, regulatory agencies, rights-of-way grantors to assure a viable executing environment for projects.
•Procuring and managing Engineering services in support of executing assigned projects.
•Provisioning both schematic and detailed design functions for successful project outcomes.
