The Health, Safety & Environment (HSE) Fleet Manager facilitates the implementation and continuous improvement of the Company’s Department of Transportation (DOT) programs, and related fleet management activities to achieve superior performance levels. The Fleet manager is responsible for the establishment of processes to keep the operation of the company’s commercial motor vehicle activities in regulatory compliance and within acceptable levels of risk.
- Be actively involved in various fleet management activities like maintenance, servicing etc., according to priority and ensure that all these functions are carried out within the established rules and regulations.
- Maintain electronic databases registration, inspecting and maintenance of Fleet vehicles.
- Manage all maintenance activities, both in-house and external.
- Develop and maintain a good working relationship with vendors and suppliers.
- Maintain good communication with upper management regarding mechanical problems and their resolution.
- Conduct Audits on Driver Qualification (DQ) files, Hours of Service (HOS) logs, Driver Vehicle Inspection Report’s (DVIR), out of service, and vehicle maintenance logs to confirm accuracy and completeness.
- Ensure all state and federal motor vehicle regulatory requirements are met by company.
- Coordinate with the HR department and 3rd Party Vendor on DOT required drug testing to ensure compliance with regulations and customer requirements.
- Conduct new driver orientations.
- Oversee company driver qualification program ensuring drivers are fully trained and in compliance with all regulations.
- Create, review and control driving standards and associate training presentations, support materials.
- Maintain, update, and implement driver requirements per current DOT regulations.
- Manage continued deployment of DOT Compliance policies and procedures.
- Provide answers and responses to questions and concerns on DOT regulations, including conducting research, as required.
- Review and support internal and external audits and follow-up on corrective actions if necessary.
- Manage company hazmat transportation compliance including creation and maintenance of hazmat employee training and shipping papers.
- Administrate company Fleet management systems.
- Participate in seminars.
- Perform other related duties as assigned.
- Update Electronic Databases such as ISNET and Veriforce as required.
- Conduct Monthly Safety Meetings
- Maintain federal compliance with OSHA regulations and DOT standards.
- Maintain DOT employee files.
- Quarterly Yard Safety Inspections
- Establish company monthly safety budget.
- Update EH&S company safety policies.
- Maintain FRC and Boot expenses.
- Excellent verbal and written communication skills which include the ability to speak, write and listen in a manner that clarifies issues, promotes closure and delivers information in a clear and concise manner and facilitates good decision-making is required.
- Exercise good judgement to plan and accomplish department objectives, delegate responsibilities, measure completion and communicate progress to management.
- Possess strong organizational skills and multi-task efficiently.
- Experience in MS Office tools and resources, including PowerPoint, Excel, Word and Outlook
- Demonstrate strong technical proficiency in understanding and communicating DOT regulations as applied to the oil & gas industry.
- Ability to travel as needed to other offices and well sites, occasionally requiring extended travel to remote locations and/or overnight stay(s) outside normal office area.
- Bachelor’s Degree in regulatory/fleet management, HSE or other related field
- 3-5 years of work experience in fleet/asset management or equivalent
- 2+ years supervisory experience- Must have and maintain valid state-issued driver’s license, be eligible to drive a Company vehicle and meet the requirements of the Company’s vehicle program, policy and/or guidelines.
- Experience with Federal Motor Carrier Safety Regulations (FMCSR), Commercial Driver’s License (CDL) /Department of Transportation (DOT) Hours of Service Logs
