General Description

Performs highly complex investigation work to review compliance with laws, regulations, and agency policies. Work involves planning, coordinating, overseeing, or conducting investigations relating to oil and gas activities for the Railroad Commission, or in coordination with other State and Federal agencies, industrial security, and/or law enforcement. May assign and/or supervise the work of others. Works under minimal supervision, with latitude for the use of initiative and independent judgment.


Job Duties

- Oversees and conducts investigations of alleged non-compliance with laws, rules, and regulations.

- Collects, evaluates, analyzes, and summarizes evidence and investigative findings and recommends actions regarding alleged violations of laws, rules, and regulations.

- Conducts case investigations for the Commission.

- Coordinates investigations with law enforcement personnel, as needed.

- Communicates with members of the general public in reference to complaints or other problems regarding alleged illegal or fraudulent activity or misconduct in the oil field.

- Researches records pertinent to issues under investigation by gathering and assessing necessary documents in a timely manner.

- Prepares or compiles necessary paperwork relating to research, such as explanatory memorandum and court documents.

- May assist in case trial preparation for attorneys and law enforcement.

- May prepare and present evidence and testimony as a witnesses in administrative hearings and court proceedings.

- Performs records research as requested for other State and Federal agencies, industry security, and law enforcement.

- Performs records research for Commission divisions or the Commissioners as requested.

- Oversee and evaluate the preparation and maintenance of investigation records and reports.

- Attend various task force meetings.

- Generates reports relating to case files and certain performance measurements.

- Oversees the internal investigation of permits, licenses, applications, and records to ensure compliance with code and licensing requirements; makes recommendations on any violations noted during investigations.

- Performs related work as assigned.

Qualifications


General Qualifications - Experience and Education

- Graduation from an accredited four-year college or university is preferred; experience and education may be substituted for one another.

- Experience in investigative work.

- Knowledge of investigative principles, techniques, and procedures; and general knowledge of court procedures, practices, and rules of evidence.

- Skill in the operation of technical equipment and detection devices, as well as in mediation and negotiation techniques.


Preferred Qualifications:

- In-depth knowledge of the Railroad Commission Oil & Gas Division regulations, requirements, and practices.

- Highly motivated self-starter with willingness to handle a complex caseload and ability to exercise sound judgment;

- Extensive experience with oil and gas regulatory requirements promulgated by the Commission;

- Experience with investigations of situations involving non-compliance with applicable laws and regulations;

- Ability to plan, organize, and conduct investigations; to interpret and apply laws and regulations; to work with members of local, state, and federal agencies; to conduct interviews and gather facts; to evaluate findings; to prepare reports; to testify in hearings and court proceedings; to communicate effectively; and to assign and/or supervise the work of others; and,

- Ability to interact effectively with the public, industry, and law enforcement.


Knowledge, Skills, Abilities:

- Ability to analyze complex compliance problems and present analysis and recommendations both verbally and in writing

- Strong working knowledge of Texas’s statutory and regulatory requirements for the oil and gas industry;

- Knowledge of principles, practices, and proceedings of state and federal laws, rules, and regulations, as well as agency administrative rules and regulations;

- Skill in investigation, research, writing, and analysis; identifying and solving complex problems, and in using good judgment to identify courses of action;

- Ability to manage and prioritize a complex workload and to meet applicable goals, objectives and performance metrics;

- Ability to communicate clearly and concisely, both verbally and in writing;

- Ability to take initiative and work independently;

- Ability to work effectively on a team, including ad-hoc teams involving persons from outside the Commission;

- Ability to address issues/concerns in a professional manner;

- Ability to maintain working relationships with internal/external stakeholders;

- Ability to understand and explain complex issues, regulations, and standards;

- Excellent organizational, communication, and writing skills; and,

- Proficiency in the use of computer systems utilizing Microsoft Office Suite and database systems.

- Ability to handle occasional travel on Commission business (up to 10%) .

Work Hours: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. The Commission may also offer telework based on the agency’s approved Telework Plan. Alternate work schedules may be discussed with the hiring manager during the interview process.
