Job Overview
This effort focuses on maintaining, modifying, and optimizing existing infrastructure by supporting operations and integrity projects (rather than acquiring land for new facilities). The work would typically include:
Duties
Notification and Damage Settlement
•Calling landowners to advise of an integrity project (hydrotest, in-line inspection, etc.)
•Upon completion of the initial project, if anomalies are found, the agent will notify landowner that further investigation may be required and may include digging up the line for visual inspection.
•Settling damages, if needed
Access and Maintenance Coordination
•Obtain temporary or permanent access rights for maintenance crews, inspectors, or contractors.
•Coordinate with landowners to ensure continued access to pipelines, powerlines, roads, telecom lines, etc.
•Negotiate new easements or amendments to existing ones if access needs change.
Easement and Agreement Management
•Interpret and update easement documents to ensure they support ongoing operational needs.
•Negotiate amendments to existing ROW agreements when project scopes expand or shift.
•Ensure compliance with easement terms—especially related to construction, environmental protection, and restoration obligations.
Construction and Repair Support
•Secure construction permits or road use agreements for repairs, replacements, or inspections.
•Identify and resolve landowner conflicts related to damage, dust, noise, or disruptions.
•Handle encroachment issues (e.g., someone building a fence or planting trees within the ROW).
Stakeholder Communication
•Act as a liaison between the client (utility, pipeline operator, telecom, etc.) and landowners, tenants, and municipalities.
•Communicate work plans, timing, and impacts to landowners and communities.
•Handle damage claims or disputes from operational activities.
Documentation & Records Management
•Maintain records of all ROW documents, agreements, payments, and correspondence.
•Document landowner interactions and track conditions of ROW corridors.
Education - while not required, it may be helpful to have an understanding of these principles:
•Engineering (especially civil or petroleum, depending on industry)
•Legal Studies or Paralegal Certificate (helpful for understanding easements and contracts)
Experience - again, not required but would be nice:
•3–5 years in ROW, land services, property management, or field operations.
•Experience negotiating with landowners, reviewing legal descriptions, and interpreting easements.
•Familiarity with operational project environments.
Core Skills
•Knowledge of easement rights, land titles, plats, and legal descriptions.
•Basic understanding of surveying, GIS systems, and mapping software.
•Strong interpersonal skills (lots of face-to-face or phone interaction with landowners).
•Experience working with contractors and operations teams.
•Able to read engineering drawings and construction plans (at least at a basic level).

IRWA Certifications (International Right of Way Association):
Right of Way Agent (RWA)*
Senior Right of Way Agent (SR/WA)* — highest level
Specialized certificates* in acquisition, asset/property management, or environment
•Real estate license (in some states, required for negotiating with landowners)
•Notary Public (helpful for document execution)
Industry-Specific Knowledge
•Pipeline ROW: PHMSA regulations, One-Call laws, damage prevention
Software
•ROW management software (e.g., Quorum, GeoAMPS, AppraisalPort)
•GIS tools (e.g., Esri ArcGIS, Google Earth Pro)
•Document management systems (SharePoint, Laserfiche)
Soft Skills
•Negotiation and conflict resolution
•Attention to detail (e.g., catching discrepancies in legal documents)
