Job Summary (Overall Purpose of the Position)
The Rates and Tariff Manager establishes and administers rates and prices for retail services. This position is responsible for assessing previous cost of service studies and other projections and providing strategic input to future rate challenges and needs. The Rates and Tariff Manager measures and understands energy use patterns, demographics, customer satisfaction, loyalty, decision-making and other relevant attributes as well as disseminating competitive intelligence. This position directs and administers the cost of service study internally and in conjunction with external resources. It also is responsible for the process of updating and changing Midwest Energy tariff and rate schedules. The Rates and Tariff Manager develops retail sales and demand forecasts, and focus on minimizing energy price volatility for retail customers. The position assures compliance with state, federal, and Southwest Power Pool regulations in areas of rates, terms and conditions of service, customer service, etc.; and enhances the relationship between Midwest Energy and regulatory bodies.
Job Duties – Responsibilities – Tasks
•Design, coordinate, and administer cost of service studies and rate design projects
•Administer the process of tariff and rate schedule revisions, responsible for all rate schedules
•Develop, advise, and recommend Midwest Energy’s short-term and long-term rate strategy
•Monitor administration of existing tariffs, pricing plans and contracts for service to verify conformance to design intentions and recommend actions when necessary.
•Develop and update energy and demand forecasts in coordination with Energy Supply
•Evaluate prior cost of service projections for unexpected results
•Analyze and recommend future rate schedule adjustment needs and recommend changes to rates and tariff where appropriate
•Perform and coordinate special contract development
•Monitor actual energy sales and demand and reconcile with budget and forecasts
•Provide training to Midwest Energy personnel regarding pricing, rates, and terms and conditions of service
•Maintain all formula-based cost tracking and recovery mechanisms
•Develop and maintain working relationships with other utilities and businesses, elected officials, city and county governments, and community organizations to build support for the objectives and initiatives of Midwest Energy
•Design, implement, and perform load research and customer habit projects including data selection and data analysis to answer organizational inquiries and inform further rate design
•Compile, analyze and present information regarding positions and activities of competitors and recommend actions to improve Midwest Energy’s competitive position
•Conduct profitability studies for pricing products and services
•Analyze weather impacts on sales volumes
•Acquire and maintains working knowledge of Midwest Energy’s meter data management (MDM) or other data warehousing systems and recommend development of reports to support assigned responsibilities
•Monitor Midwest Energy activities and recommend policies and practices to maintain compliance with regulations in areas of rates, terms and conditions of service, customers service, etc.
•Act as an expert for Midwest Energy on regulatory dockets including rates and related matters
•Promote safe working habits and enforce all safety rules and regulations of Midwest Energy, Inc. Lead by example in safety compliance and take corrective action on safety violations, defective equipment, and any other practice that may adversely affect a safe working environment.
Employee Development
•Interviews, selects and terminates reporting personnel in accordance with approved organization plan and corporate policies subject to the approval of the Vice President Customer Service and Vice President Human Resources.
•Periodically reviews performance of employees and recommends changes in salary and/or status in accordance with approved wage and salary plan.
•Periodically reviews position descriptions for all reporting personnel and recommends necessary change.
•Counsels and advises subordinates. Assists with training sessions pertaining to safety, proper work procedures and meetings as needed.
•Manage staffing, compensation, training and performance for assigned personnel. This includes overseeing schedules, workload, and effective of project management including completing assigned business plan and departmental initiatives
•Approve time sheets, vacation schedules and sick leave for all reporting personnel.
Education and Experience
•Bachelor’s degree in accounting, math, engineering, business or hard sciences required. Advanced degree preferred. Extensive applicable experience will be considered in lieu of technical degree.
•Seven or more years of applicable experience required. Applicable experience may include: business analysis, management of information systems, rate design, and tariff administration.
•Three years of supervisory/management responsibilities preferred.
•Experience with process and project management software desired.
