Procurement Contract Specialist

Overview

We are seeking a Procurement & Contract Specialist with strong experience in drafting solicitations, managing procurement processes, and negotiating contracts. This role requires initiative, independent judgment, and familiarity with procurement standards and best practices. CTCD or CTCM certification is a plus.

Key Responsibilities

- Draft and manage solicitation packages (RFPs, RFIs, etc.).

- Collaborate with subject matter experts to define procurement requirements.

- Provide technical guidance on procurement processes and compliance.

- Partner with legal and contracting teams on solicitation methods and timelines.

- Serve as SME in workgroups and trainings; deliver presentations as needed.

- Ensure adherence to procurement standards and regulations.

Minimum Qualifications

- 5 years drafting RFPs within state health agencies.

- 5 years leading JAD sessions to gather stakeholder requirements.

- 5 years developing performance measures for solicitations and contracts.

Preferred Qualifications

- Experience with Medicaid programs.

- Experience creating AS-IS/TO-BE process flows.

- Experience developing cost models and pricing requirements.

- Experience with federal funding requests (Planning/Implementation APDs).

- Knowledge of Texas Procurement and Contract Management Guide.

- Experience negotiating large contracts and performing QA on projects.

Job Type: Contract

Pay: $55.00 - $60.00 per hour

Expected hours: 40 per week
