We are seeking a highly skilled and experienced Process Safety Engineer (PSM) to support both onshore and offshore oil and gas operations. This role is pivotal in identifying, assessing, and mitigating operational risks through structured process safety management systems. The successful candidate will lead Process Hazard Analyses (PHAs), support regulatory compliance, and ensure the continued integrity and safe operation of critical infrastructure. This role will be both onshore and offshore as requirements and needs dictate. NOTE: This job is based in California. Exact location TBD.
This role will begin initially as a 1 year assignment.
Responsibilities
•Provide overall leadership, strategic direction, and management oversight for the PSM program across one onshore and three offshore facilities.
•Develop, maintain, and continuously improve corporate and site-specific PSM policies, procedures, and management systems.
•Oversee the lifecycle of Process Hazard Analyses (PHAs), including scheduling, ensuring quality, facilitating participation, and rigorously tracking recommendation closure.
•Manage and ensure the effectiveness of the Management of Change (MOC) and Pre-Startup Safety Review (PSSR) processes for all physical changes, procedural updates, and organizational adjustments.
•Work with Document Control to ensure that all Process Safety Information is maintained current and readily available to all personnel onsite.
•Provide oversight and guidance for the Mechanical Integrity (MI) program, ensuring inspection, testing, and preventive maintenance activities meet Recognized and Generally Accepted Good Engineering Practices (RAGAGEP).
•Lead or participate in process safety incident investigations, ensuring thorough root cause analysis and the development of effective corrective actions to prevent recurrence.
•Coordinate with site teams to ensure robust emergency planning and response procedures are in place, integrated with PSM requirements, and regularly tested.
•Manage the training process to ensure all employees and contractors have necessary competencies and awareness.
•Manage the process safety aspects of the contractor management program, ensuring contractors working on or near covered processes understand and comply with site safety requirements.
•Coordinate and conduct regular PSM compliance audits (internal and supporting external/regulatory audits) and manage the tracking and closure of associated action items.
•Establish, monitor, analyze, and report on key process safety performance indicators (KPIs) to senior management and site leadership, identifying trends and areas for improvement.
•Ensure comprehensive and accessible record-keeping for all PSM-related documentation, including PHAs, MOCs, training records, and incident reports.
POSITION SPECIFICATIONS:
Education & Certifications:
•B.S. in Chemical, Mechanical, Petroleum Engineering, or related engineering discipline
•Having a licensed Professional Engineer (PE) with Process Safety Management (PSM) expertise would be highly beneficial.

•Working experience with permit compliance, and air emission controls
•Knowledge of and application of OSHA PSM and EPA’s Risk Management Program rule

Skills:
•Excellent technical writing, facilitation, and communication skills

•Strong analytical and troubleshooting mindset
•Ability to travel offshore and work in high-risk environments
•Minimum 5 years of oil & gas experience with at least three years in process safety or risk engineering
•Offshore operations, startup/shutdown safety, and control of major accident hazards (fire/explosion/toxic)
•Working experience with permit compliance, and air emission controls
•Knowledge of and application of OSHA PSM and EPA’s Risk Management Program rule
•Knowledge of and use of API and NFPA standards.
PHYSICAL REQUIREMENTS:
•Must be able to wear required PPE, including SCBA and flame-resistant clothing
•Able to work on offshore platforms and traverse uneven terrain
•Ability to climb stairs/ladders, and perform field inspections
•May be exposed to weather extremes, confined spaces, or elevated work
