Overview
JOB SUMMARY:* This Pipeline Director is responsible for the overall management of Mid-Alaska Pipeline, LLC operations, maintenance, business/finance, regulatory compliance, and technical direction/performance of crude pipeline systems.
Required Tasks, Duties & Responsibilities
•Understand, practice, and continually lead by example Mid-Alaska Pipeline's commitment to zero incident safety and environmental culture.
•Understand and be familiar with requirements of CFR 194, 195, and 199 and how these regulations impact pipeline operations.
•Ensure the pipeline system is operated and maintained in a safe manner.
•Verify inspections and activities are occurring per regulatory requirements and company policy.
•Verify the computational pipeline monitoring system is maintained and functioning as intended. This includes monthly internal and external reporting.
•Oversee and administer the Operations and Maintenance Program.
•Oversee and administer the Drug and Alcohol Program Requirements through Mid-Alaska Pipeline's third-party service provider. Ensure company and contractor personnel understand drug & alcohol requirements.
•Oversee and administer the Operator Qualification program, including evaluation and qualification of subordinates, contractors, and consultants performing covered tasks.
•Oversee and administer the Integrity Management Program with support from contractors and third party consultants.
•Oversee and administer the Public Awareness Program, including liaison with public officials and emergency responders, completion of locate requests through Alaska811.
•Oversee and administer Mid-Alaska Pipeline's emergency and spill response capabilities; this includes verifying equipment availability, performing drills and providing training either in house or through a service provider.
•Develop, monitor, and manage the annual pipeline tariff and operating budget.
•Develop cost estimates for operations and maintenance activities and support.
•Communicate with stakeholders on a regular basis for upcoming operational changes, maintenance activities and projects.
•Plan, conduct and lead pipeline-related tasks of a complex nature.
•Develop and/or review procedures such as pigging, operations, maintenance, and emergency procedures.
•Monitor pipeline conditions and ensure issues are addressed in a timely manner.
•Identify and initiate immediate actions to address abnormal operating conditions associated with pipeline assets within standard parameters.
•Proactively evaluate pipeline system and equipment performance and initiate standard adjustments, as needed, to increase the pipeline system efficiency.
•Develop project scopes for maintenance activities and work with third-party contractors to obtain cost estimates, finalize contracts, and coordinate execution of the projects.
•Direct and in some cases conduct routine monitoring and inspection of pipeline assets. Activities include performing facility inspections and documenting operating conditions (i.e., pressures, temperatures, volumes, cathodic protection, etc.).
•Provide secondary (and in some instances primary) monitoring, troubleshooting, and responding to call outs for leak detection system alarms.
•Maintain all records and reports as required for compliance purposes.
•Responsible for ensuring personnel receive regulatory and company required training, either in house or through third parties.
•Fulfill role of Incident Commander in emergency response situations.
•Respond to emergency calls and/or call-outs and return to work while off duty and after hours.
•Other duties as assigned.
QUALIFICATIONS AND COMPETENCIES
•Degree or Certificate required in Process Technology, Engineering, Construction, or related field or experience.
•Minimum 15 Years of experience as a pipeline operator, supervisor, or regulatory compliance officer or combination thereof.
•Demonstrated performance of interacting with the regulatory agencies including, but not limited to RCA, DOT PHMSA, and ADEC. This includes preparing for and participating in audits/inspections.
•Must have crude oil pipeline operational knowledge and experience with the ability to perform a wide range of pipeline responsibilities resulting in the safe operating conditions of the pipeline within compliance of government regulations.
•Must be comfortable leading a group of individuals and speaking in front of groups.
•Ability to make decisions with limited time and information.
•Ability to read and comprehend technical operational manuals.
•Ability to analyze piping systems and valving to understand how maintenance activities may affect flow and pressure.
•Understand pipeline maintenance and operations equipment. Activities and equipment may include but are not limited to valves, strainers, differential pressure gauges, pressure transmitters, temperature transmitters, densitometers, pigging operations, piping isolation and draining, liquid handling, meter maintenance, system startup, system shut down, etc.
•Math and computer skills with ability to calculate flows, temperature/pressure differences, and gain proficiency in computational pipeline monitoring software.
•Working knowledge of Cathodic Protection Systems.
•Proficient in Pipeline Integrity Management Programs.
•Proficient in developing pipeline operational budgets and tariffs.
•Proficient in pipeline Operations and Maintenance programs.
•Proficient in pipeline Operator Qualification programs.
•Proficient in pipeline Drug & Alcohol Programs
•Proficient in Pipeline Emergency Response and NIMS Incident Command System.
•Working knowledge of Cathodic Protection Systems.
•Working knowledge of Meter Proving & Calibration.
•Working knowledge of Computational Pipeline Monitoring Systems.
•Mechanical aptitude in the use of hand and pneumatic tools.
•Proficiently speak, read, and write English.
•Must be comfortable with technology and computer use, including Microsoft Office, Outlook Email, LogmeIn, and remote meeting applications such as Zoom or Teams. New computer applications and technology may be implemented as technology becomes available.
•Occasional monitor leak detection system from a mobile phone or tablet that is always with you, including off duty or after business hours.
•Must be organized and proficient in record keeping in electronic and hard copy format.
•Strong communication and interpersonal skills working in a team environment.
•Ability to work alone and with minimal supervision.
Supervisory Responsibilities
•This position oversees and assists in hiring the Operation Supervisor & Operation Technicians.
•This position is responsible for managing subcontractors and consultants.
Physical Demands And Work Environment
•Occasionally lift or carry moderately heavy equipment up to 50 pounds, working, stooping, kneeling, bending, climbing and walking distances in all types of terrain.
•Physical ability to work around and on industrial equipment, including frequent climbing, stooping, reaching, pulling, pushing, twisting, bending, kneeling, crawling and grasping.
•May be required to stand, sit, walk, stoop, kneel or crouch for reasonable periods of time.
•Work with or near hazardous chemicals.
•Operate personal computer for extended periods.
•Work outdoors in weather extremes and near equipment with potentially high noise levels.
•Work extended hours (scheduled and/or unscheduled, nights and/or weekends), occasionally, as needed to meet established deadlines.
•Ability to pass the PHSMA DOT Drug Test multiple times per year.
•Based on business requirements, may be assigned to shiftwork.
•Work in areas with limited access or cramped spaces.
•Climb ladders, walkways, scaffolds, and embankments.
•Must have a valid driver's license with clean record in last 3 years.
•Obtain and maintain a respiratory fit test and be required to wear a full face respirator.
