Summary

The Owner Services Consultant fosters positive relationships and fields the interface among the representatives of the other six owner companies for Palo Verde.

Collaborates with station senior leadership and the Law department to ensure commitments and contractual obligations are fulfilled per the Palo Verde Participant Agreement.
Is well-versed in the provisions of the Palo Verde Participation Agreement ensuring committee actions and approvals align with the agreement.
Ensures 24/7 owner response support as needed and promptly addresses owner inquiries and requests.
Participates in Palo Verde and APS incident command drills and available on the response roster.
May involve travel.
Minimum Requirements

A four-year Bachelor's Degree in Business, Communications, Public Relations or other job-related field from an accredited college or university AND eight (8) years of experience in government affairs, public affairs, community economic development, community relations, communications and/or other job-related fields.

In lieu of Bachelor's Degree, combination of college coursework and/or related experience in one or more of the above fields equaling 12 years.




Preferred Special Skills, Knowledge, or Qualifications

Knowledge of rate case proceedings, testimony/issue development and discovery request response preparation/coordination.
Experience in engaging with external organizations and establishing and maintaining partnerships.
Skilled in working with executive leadership and handling highly confidential information.
Prior nuclear experience or knowledge of Nuclear Regulatory Commission (NRC) regulations or Institute of Nuclear Power Operations (INPO) standards and processes.




Nuclear Requirements

Any PVNGS employee may be called upon to serve as a member of the Emergency Response Organization (ERO) and will be expected to fulfill their obligation as an ERO member.

Any PVNGS employee may be called upon to support a refueling or short-notice outage.

This includes line roles and responsibilities as necessary to execute outage activities.

Major Accountabilities

Serves as a contact for Palo Verde stakeholder groups by developing and maintaining trusting relationships with owner engineering and operations representatives and administrative committee representatives.

Partners with internal business units as necessary to resolve issues or leverage opportunities.

Engages with and influences leadership across the business to provide insights that guide the station in the owner's interests.

Acts as a trusted advisor and liaison to the participating owners.

Aids in educating owners on plant operations, issues and successes.

Maintains list of key contacts for potential calls to action around issues.

Conducts periodic owner needs assessments.

Remains current on business initiatives for Palo Verde and participating owners.

Partners with communications to provide tours for any owners; provides advance support for visits.

Coordinates and participates in any owner involved meetings and committees; activities may include meeting agendas, minutes, action item/tracking, approval action documents, and regular information submittals.

Develops and executes projects beneficial to Palo Verde and the owners to uphold the Participation Agreement.

Consults on strategic initiatives at Palo Verde to serve the owners interests.

Anticipates developments and issues to position Palo Verde favorably to all levels of owner leadership, and initiates changes through the development of initiatives.

Collects and manages information for rate case packages and testimonies.

Identifies strategic and regulatory-significant issues and develops positions on matters of strategic importance to Palo Verde Owners.

Prepares Issue Summaries for significant station matters that may be of rate regulator interest including outages and NRC inspection findings.

Ensures Palo Verde Owner Committees and State Regulatory meetings result in timely and accurate exchange of information/data; completion and closure of action items; resolution of outstanding issues impacting the legal/financial/operations of Palo Verde.

May develop and conduct formal presentations.

Develops and maintains on an ongoing basis, profiles of Palo Verde owners incorporating narrative and quantitative descriptions of financial condition, business model, regulatory environment, strategic importance of Palo Verde as component of Owners generation portfolio and other pertinent information as identified.

Hybrid Role:

This position combines working in the office and at home, based on the needs of the business. The schedule will be determined with the hired employee and leadership, but the ultimate decision is the company's.


Any PVGS employees may be called upon for random Fitness for Duty (FFD) testing during scheduled working hours. Employees, if off-site, must report to FFD at Palo Verde as soon as reasonably practicable, but no more than 120 minutes after being notified. Employees who are onsite when notified will have no more than 60 minutes to report after being notified.
