Position Overview

Reporting to the Operations Manager, System Control Centre, this position is responsible for providing supervision and leadership to the Control Centre team and accountable for overseeing control room resource management functions and meeting the demands of system reliability and with FortisBC System Safety and Lockout procedures. This role aligns work for optimal scheduling in the Control Centre to support efficient delivery of all work on the power system.


Responsibilities

Supervise and provide leadership to a team of skilled resources to meet daily demands related to the daily operations of the Control Centre. Ensure a consistent approach to responding to issues and emergencies and adherence to industry standards, procedures and regulations.

Schedules, prioritizes and delegates operational and/or project work for (transmission, distribution and generation) anticipating medium-term resource requirements and determining the best approach to meet operational/project needs for the Control Centre.
Directly accountable for operational budget for the Control Centre; Monitors operational/project costs, identifying solutions for cost optimization. Contributes to financial performance of the Control Centre by managing costs effectively.
Ensuring safety and compliance with Mandatory Reliability Standards, policies and procedures are established and implemented in accordance with FortisBC policy and standards and with minimum impact to the efficiency of the operation of the Control Centre
Develops and maintains effective relationships and communication with external and/or internal customers (BC Hydro, Teck, Western Electricity Council, Bonneville Power, etc.)
Monitors changes to Regulations, Codes and Standards and provide advice to others on related impacts. Research and review best practices to maintain continuous improvement of the Control Room environment and recommend improvements.
Maintain appropriate staffing levels; monitor staff work assignments to optimize resources, allocate, prioritize and distribute work to meet operational demands and service level commitments.
Participate in selecting, orientating and training new employees. Provide coaching to support performance, quality of work, and ongoing training and development of staff; manage attendance, identify performance issues and collaborate with others regarding disciplinary matters.
Maintain a safe and healthy workplace for staff in order to meet health, safety and emergency requirements. Maintain adherence to safe work procedures and practice.
Requirements

Diploma of Technology (Electrical, Instrumentation and Electronics) from a recognized program.

7 – 10 years OR equivalent directly related utility experience (NERC Certification plus 5 years’ experience as a System Operator).
Journeyperson Tradesperson certification considered an asset.
Other Qualifications

Demonstrated knowledge and understanding of the utility industry; understand the impact of outages

Working Knowledge of the electric power system infrastructure
Knowledge of designated operational area and related systems, work methods and procedures.
Knowledge of industry standards, regulations and best practices of Control Room operations
Knowledge of Company policies, standards and procedures
Knowledge of safety management, processes and procedures
Demonstrated ability to lead in emergency response
Demonstrated ability to provide leadership to staff
Demonstrated ability to attend to emergencies and coordinate activities under stressful situations
Demonstrated excellent verbal and written communication skills
Demonstrated ability to manage competing priorities and demanding work schedules
Ability to develop and maintain productive and effective working relationships
Working Knowledge of SCADA systems is considered an asset
Working knowledge of SPR’s, Work Safe Regulations, company safety policies and procedures
Working knowledge in MS Office, Excel, Access and Word
Basic knowledge of labour relations
Basic knowledge of budget concepts and principles
Ability to become NERC certified as a transmission operator. FortisBC will provide the training and opportunity to write the exam.

Strong analytical and professional judgment skills
Ability to manage issue related conflicts and issue resolution capacity
