The Operations Superintendent supervises and mentors Chief Operators and departmental operational staff and oversees the daily operation of the water treatment plants, booster stations, and related facilities including planning, organizing, and staffing. The superintendent is on 24-hour call for any emergency that might arise. The superintendent is responsible for the permit and reporting requirements in compliance with regulations set forth by the Environmental Protection Agency (EPA), Texas Commission on Environmental Quality (TCEQ), and Sharyland Water Supply Corporation (SWSC) policies and procedures.
1. Carries out supervisory responsibilities in accordance with company policies, procedures, and applicable laws, including personnel management, interviewing, hiring, training, and appraising employee performance, addressing complaints, resolving problems, and planning, assigning, and directing work.
2. Responsible for overseeing the shift schedule for all shifts including the use of the Kronos system to verify staff time records.
3. Assists in preparing and reviewing all periodic reports pertaining to the water treatment operations for submission the Texas Commission on Environmental Quality (TCEQ), Environmental Protection Agency (EPA), and other agencies.
4. Assures that water quality tests are properly run, recorded, and interpreted.
5. Provides guidance to water operators and lab staff to ensure water quality throughout the distribution system to meet or exceed state and federal requirements.
6. The ability to perform various complex mathematical calculations, water treatment process calculations, data trending, and conducts process control analysis.
7. Responsible in overseeing field operations and maintenance of the water treatment plants, booster pumping stations, and storage tanks to ensure that water quality meets and exceeds the federal and state drinking water regulations; establishes treatment goals and practices.
8. Responsible for overseeing and training departmental staff by assigning and checking work to follow standard operating procedures and chemical applications that ensure to achieve and optimize facility performance while adhering to workplace safety programs and protocols.
9. Assists to conduct safety training for water operational staff on safety and technical aspects of the job to include risk management planning associated with applicable and appropriate chemical use and handling.
10. Assists to develop and oversee operating budget for the water treatment operations annually; monitors and administers approved budget; oversees purchasing and inventory control of parts, equipment, and supplies.
11. Prepares chemical, equipment, and contractual service specifications for bids of such purchases and/or services.
12. Assists with the review and recommendations of water plant and other capital improvement projects, including planning and implementing short- and long-term projects; assists to coordinate water plant activities with consultants and contractors.
13. Assists in overseeing the operational and maintenance of records from the water operations and lab.
14. Assists in the preparation and review of the Risk Management Plan, Spill Prevention Countermeasure Containment Plan, Monitoring Plan, Emergency Preparedness Plan, Emergency Response Plan and the Consumer Confidence Report.
15. Oversees the permitting and disposal of water plant sludge according to local, state and federal laws.
16. Ensures that proper safety programs and procedures are followed.
17. Maintains Operations Manager properly informed of weekly water treatment plant operational activities. Specifically, when out of the ordinary circumstances arise.
18. The ability to collaborate and coordinate with other departments as necessary to meet goals.
19. Conducts public tours of the water plants and responds to inquiries from the public about plant operations.

1. A working knowledge in operation and maintenance of water treatment plants, pumping station, and related facilities.
2. A working knowledge of water quality testing, surface water treatment process, procedures, and control techniques.
3. Adhere to city, state, and federal laws applicable to environmental and public health.
4. Principles and practices of budgeting and personnel management, including supervision, training, and performance evaluation.
5. Purchasing methods and procedures, and of the laws, rules, regulations, and statutes governing the purchase of materials, supplies, chemicals, equipment, and services.
6. Supervise other employees and to instruct others in the methods and techniques utilized in operating a surface water treatment system.
7. Establish and maintain effective working relationships with other departments, employees, and the general public.
8. Communicate clearly and effectively, both orally and in writing. Deal courteously and tactfully with the general public.
9. Read, analyze, and interpret technical procedures, and government regulations.
11. Evaluate water quality trends and analyze spreadsheets.
12. Typing and operation of computer keyboard in order to enter and retrieve data.
13. Create and effective use of computer programs in the completion of duties.
14. Compute ratios and percentages and interpret bar graphs.
16. Define problems, collect data, establish facts, and draw valid conclusions.
The Operations Superintendent work is performed in an office and out in the water treatment plant and related facilities to oversee water treatment and applicable distribution activities. The work involves considerable bending, lifting, carrying, walking, kneeing, twisting, reaching, hand dexterity, climbing and other work-related physical demands such as turning hard to operate gate valves. Must be able to climb stairs while carrying items equal to lifting 50 pounds. Also involves working under extreme weather conditions during day or night such as hot, cold, freezing, raining, windy, up to emergency conditions as during a hurricane. The job has significant mechanical and chemical hazards which require use of personal protection equipment.
A high school diploma or equivalent and/or Bachelor’s Degree or Associates Degree in the related field. Eight (8) years experience of overall surface water treatment plant operations with three (3) years of supervisory experience.
Must possess a valid Level “A” Water Operator license issued by the Texas Commission on Environmental Quality (TCEQ) or ability to acquire within one year of hire.
Must possess a valid Texas Driver’s License (Vehicle Class C) with a satisfactory driving record.
