Responsible for complex activities related to compliance with the Federal Energy Regulatory Commission (FERC) regulations, including North American Electric Corporation (NERC) electric reliability standards, NERC Critical Infrastructure Protection (CIP) standards, Electric Reliability Council of Texas (ERCOT) protocols and Texas Regional Entity (TRE). With little guidance, uses extensive technical knowledge of FERC/NERC/TRE and ERCOT regulations and standards to coordinate compliance activities across Brownsville Public Utilities Board’s Transmission and Generation Systems, including identifying and implementing systematic process improvements where appropriate.
Provides leadership, supervision, work assignments, training, and guidance to NERC Compliance departmental staff. Responsible for the daily activities and responsibilities of the department in the absence of the manager. Assigns and reviews the work of NERC Compliance Coordinators in the monitoring and the implementation of the NERC Critical Infrastructure Protection standards’ monthly, quarterly, and annual compliance actions assigned to Brownsville Public Utilities Board’s Transmission and Generation Systems in order to remain in compliance with these federal regulatory requirements. Assist the NERC Compliance Manager and CCO with the BPUB’s FERC/NERC/TRE and ERCOT Non-conformance Process to document potential non-compliances to FERC/NERC/TRE and ERCOT standards and regulations, coordinate the evaluation of each occurrence for possible generic implications for other BPUB program participants, and track and document the implementation of corrective action for each occurrence to correct and prevent recurrence of the nonconforming condition. Conducts internal assessments and implements process improvements focused upon ensuring programmatic conformance and regulatory compliance. Identifies potential programmatic risks/weaknesses and takes action to institute required process steps to eliminate and/or mitigate the impacts of potential risks. Develops processes, procedural controls, and implementation mechanisms for achieving and sustaining compliance with the requirements of the FERC/NERC/TRE and ERCOT standards and regulations. Administers and coordinates regulatory audit preparation activities across BPUB to ensure that potential non-compliance issues are identified and corrected. Manages BPUB’s participation in the NERC standards development process to ensure that BPUB’s interests are addressed when new draft standards are proposed or existing standards undergoing revision are posted for comment by NERC. Manages the storage of required NERC compliance documentation and evidence by BPUB to ensure this material is available for regulatory audit. Ensures that required regulatory submittals are completed per the Regulators’ schedules. This includes being proficient in the use of the electronic data portal used by all applicable entities. Prepares documents in support of licensing for submission to NERC/ERCOT and follow up to approval. Attends meetings to represent BPUB in relation to compliance as necessary. Completes other duties as assigned.

NERC Compliance Apprentice
An Associate’s Degree in an Engineering Technology, Computer Science, or related field and one (1) year of related experience is required. A combination of additional credit hours supplemented by some experience may substitute for the minimum qualifications.
NERC Compliance Coordinator
Bachelor’s Degree in Electrical Engineering or Computer Science/Engineering or related field.
A combination of appropriate education and experience may substitute for the minimum education requirement.
Senior NERC Compliance Administrator
Bachelor’s Degree in Electrical Engineering or Computer Science/Engineering plus three (3) years of experience in the electrical utility sector. A combination of appropriate education and NERC Compliance experience may substitute for the minimum experience requirement.
Lead NERC Compliance Coordinator
Bachelor Degree in Electrical Engineering or Computer Science/Engineering plus five (5) of experience with electric utility industry facilities and power system operation. A combination of appropriate education and NERC Compliance experience may substitute for the minimum experience requirement.
NERC Compliance Administrator
Bachelor Degree in Business Administration, Engineering, Information Technology, or a related field and six (6) years of progressively responsible experience in electric utility industry facilities, power system operations, or a related field. An appropriate combination education and experience may substitute for the minimum experience requirement.
A valid Driver License is required or receipt of a valid Texas Driver License within 90 days of relocation to Texas and a safe driving record, as measure by company policy.
