The Measurement Technician is responsible for conducting field measurement activities associated with crude oil pipelines. They maintain and calibrate measurement equipment, are responsible for proving and troubleshooting metering equipment, and are proficient in all aspects of custody transfer measurement.
This is a field-based role with frequent work in open environments with extremes of heat and cold, often in proximity to high voltage and/or chemicals, which requires safety accommodations such as protective clothing and equipment. This role is subject to callouts for work associated with Plains field operations and/or emergency response.
Job Responsibilities:
•Performance of all Junior Measurement Technician responsibilities and work tasks with minimal supervision.
•Performs crude oil or refined products measurement functions (i.e., tank gauging, meter proving, meter proving as a witness, meter readings, etc.)
•Perform qualitative crude oil measurement tests (i.e., water by distillation and sediment by filtration, centrifuge, Karl Fisher, sulfur, viscosity, RVP/TVP).
•Maintains and analyzes prover reports and other documentation related to meter proving and related equipment operations as required; records must comply with all applicable regulations and standards.
•Ensures the correct meter prove procedures are used for each product-specific meter performed on a prover, reviewing prove reports to ensure correct information, troubleshooting basic proving problems when proves are not compliant, and witnessing meter proves.
•Conducts cause-and-effect troubleshooting by performing failure analysis on a prover and/or meter, reviewing Control Center generated reports, and using daily balancing data to identify meter imbalances and possible failures.
•Troubleshoots positive displacement meter problems (e.g., inner mechanism not turning, possible pins broken) as needed.
•Maintains accurate documentation as applicable to other aspects of the job function.
•Maintains security and integrity of custody transfer sites.
•Supports pipeline operators for ticket writing, tank gauging, and other required custody transfer activities.
•Interfaces with measurement and operations personnel from outside companies, as well as internal supervisors, maintenance personnel, control center personnel, and others.
•Communicate problem areas and recommendations to the appropriate level.
•Responsible for ensuring that safety, regulatory, and operation integrity policies are followed.
•Accountable to inform senior personnel of hazard identification and near misses.
•Assists in 24/7 Emergency Response.
•Assists with any other pipeline related duties as assigned.
Knowledge, Skills, and Experience Required:
•Accredited two-year technical diploma meeting the requirements of a professional designation with a minimum of three (3) years related work experience in a gas plant, refinery, pipeline or oilfield.
•Non-technical school graduates may be considered if there is a reasonable equivalency attained through practical experience (e.g., high school diploma with a minimum of three years’ proving experience).
•Minimum two (2) years of work experience at the Junior Measurement Technician level.
•Ability to speak, read, and write English the ability to perform basic math.
•Ability to work in a team-based work environment, with strong communication and interpersonal skills.
•Ability to read and interpret pipeline maps, station drawings, flow path diagrams, drawings, and technical schematics, alignment sheets, etc.
•Ability to calculate meter factors and troubleshoot meter problems.
•Basic understanding of fluid hydraulics and the effect of temperature as they relate to pipeline operations.
•Good mechanical and electrical aptitude.
•Must have basic computer skills: Excel, Microsoft Office, Word, etc.
•Must have a detailed understanding of Plains’ measurement policies and applicable API measurement standards.
•Must have a thorough understanding of measurement equipment and components (i.e. flow computers, hydrometer, thermometer, pressure gauges, photo-pulses, and software to track and document work).
•Must have an outstanding safety record.
•Ability to successfully complete company Haz-Mat training, required safety training, and any related required training and certifications.
•Ability to work in moderate to heavy physically demanding working conditions, including working outdoors in an open environment with extremes of heat and cold. Legally authorized to work in the job posting country.
•Valid drivers’ license with a clean abstract in the job posting province.
