Position Title: Project Manager – Gas Utility Construction Reports To: Director of Construction Location: Cypress, Texas FLSA Status: Exempt
The Project Manager (PM) is responsible for overseeing the planning, execution, and completion of natural gas utility construction projects throughout Texas. This role ensures projects are delivered safely, on time, within budget, and in compliance with all applicable codes, regulations, and quality standards. The PM will lead cross-functional teams, manage contractors, and coordinate with residential developers, municipalities, and utility partners. This position requires strong leadership, strategic problem-solving, and in-depth knowledge of natural gas infrastructure construction.
- Lead all phases of project delivery, from initial planning through close-out.
- Define project scope, goals, and deliverables in alignment with company objectives.
- Assign tasks, manage workloads, and supervise project team members and contractors.
- Develop and manage project budgets, cost forecasts, and schedules.
- Track progress and performance against milestones, implementing corrective actions as needed.
- Approve invoices, change orders, and procurement requests.
- Ensure field activities meet quality standards, safety requirements, and contractual obligations.
- Review and approve construction drawings, specifications, and permits.
- Resolve technical issues, design conflicts, and scope changes.
- Enforce company and regulatory safety standards (OSHA, DOT, local codes).
- Ensure all permits, inspections, and regulatory filings are obtained and completed on time.
- Serve as the primary point of contact for developers, municipal officials, utility companies, and other stakeholders.
- Lead progress meetings, prepare reports, and maintain proactive communication with all parties.
- Build and maintain strong relationships to support current and future projects.
- Maintain accurate project documentation, including contracts, schedules, budgets, and as-built records.
- Prepare and deliver project status reports to senior leadership.
- Bachelor’s degree in Construction Management, Engineering, or related field (or equivalent experience).
- 5+ years of project management experience in utility, pipeline, or civil construction, with preference for natural gas infrastructure.- Proven track record of managing multiple projects simultaneously.
- Strong leadership, negotiation, and decision-making abilities.
- Excellent communication and interpersonal skills.
- Proficiency with project management software (e.g., MS Project, Monday.com) and MS Office Suite.
- Ability to interpret and apply construction drawings, specifications, and codes.
- Strong financial and schedule management skills.
- Valid Texas driver’s license and ability to travel up to 20% within the state.
- Company vehicle provided for work-related travel.
- Ability to work in outdoor construction environments and adapt to changing conditions.
- Frequent standing, walking, and site inspections on uneven terrain.
- Occasional lifting of up to 25 lbs.
- Ability to wear required PPE, including hard hat, safety glasses, and steel-toed boots.
