Job Summary:
This position is responsible for the overall analysis and preparation of permits, tariffs, applications and compliance filings with regulatory agencies for interstate and midstream entities. The agencies include the Federal Energy Regulatory Commission (FERC), Texas Railroad Commission (TRRC), Energy Regulatory Commission (CRE), Mexico Ministry of Energy (SENER), Mexico Tax Administration Service (SAT) and other state regulatory agencies. This individual will be looked upon to assist in the management of the overall compliance efforts for certain regulated/jurisdictional pipeline systems across the organization. This role requires a deep understanding of regulatory compliance, rate case management, and strategic commercial planning to ensure the company's objectives align with federal and state regulations. The successful candidate must be an effective problem solver, possess strong writing and verbal communication skills, and be able to analyze Federal Energy Regulatory Commission (FERC) policy and regulations. This position works closely with all commercial teams, including Marketing, Business Development, Legal, Operations, Accounting, and other teams to support and implement commercial business initiatives that impact both individual pipelines and the broader organization.
Duties/Responsibilities:
•FERC – Provide certificate and regulatory support and guidance for strategic initiatives, major projects as well as numerous minor projects as assigned. Coordinate preparation of Section 7 applications including preparation of the draft application and related exhibits; review and comment on environmental reports prepared in compliance with NEPA and FERC guidelines; participate in the development and implementation of outreach plans including preparation of Order 609 notifications and coordination with Governmental Affairs actions; and file completed applications with FERC. Act as liaison with FERC staff, company personnel, other agencies’ representatives during various phases of a project including the pre-filing process, the pendency of an application at FERC, the construction of a project and during post construction compliance. Prepare and coordinate tariff filings and reports for entities that offer 311 or Hinshaw service, for NGL entities and for entities that purchase or sale natural gas.
•TRRC – Prepare the filings of permits, tariffs and regulatory reports including T-4 permits, P-5 organizational reports, GSD2 natural gas tariffs, critical infrastructure designation (CI-D) filings and other reports that support the project team.
•CER and CRE – Prepare filings required for the midstream entities doing business in Canada and Mexico. These include the SENER report, SAT report and tariff filings.
•Provide support to project managers and team members to ensure compliance with regulations and policies. Prepare reports to ensure compliance with interstate and midstream pipeline export/import regulations.
•Maintain excellent internal controls and work with internal staff to improve consistency and efficiency of internal processes.
•Coordinate with cross functional teams to ensure that data necessary to complete filings is timely and accurate. Advise other departments on their requirements to ensure proper execution of filings.
•Coordinate approval strategies for certain rate elements and tariff modifications associated with certificate projects. Work with other team members to manage the workload.
•Monitor, analyze and summarize actions taken by state and federal regulatory bodies that impact the business.
•Support the preparation of internal training on compliance with existing and changing state and federal regulations and policies.
•Performs other related duties as assigned.
Required Skills/Abilities:
•5+ years of experience with regulatory work in a natural gas or electric utility industry environment.
•Strong analytical skills and logical thought processes, with the ability to identify and resolve complex and sensitive regulatory issues/problems.
•Proficient in the use of MS Office applications (PowerPoint, Word, Excel, Outlook, Access).
•Proven communication and presentation skills, oral and written, with ability to communicate with a variety of individuals and personalities both internal and outside the organization.
•Ability to work with a team in order to meet regulatory benchmarks/deadlines.
•Ability to organize and prioritize work and handle multiple tasks.
•High level of initiative and ability to work with other teams on a regular basis
Education and Experience:
•Bachelor’s degree in business administration, accounting, finance, or similar discipline.
•Experience in the midstream oil and gas industry preferred.
