About This Job

Provides leadership and tactical direction for GSOC's Physical Security Operations Center (PSOC) and Network Operations Center (NOC) functions. Serves as technical expert on PSOC and NOC matters including items related to network operations and provides input to Executive Management on the overall strategic direction. This position is directly accountable for the timely completion of high-quality products and services in addition to budget management, performance management, personnel development, resource utilization, technical directions, and team dynamics. Responsible for corporate compliance with NERC CIP standards. Ensures staff compliance with applicable laws, regulations, industry standards, corporate policies, guidelines and procedures, including RUS, OSHA, and NERC requirements. Promotes an environment of compliance and continuous improvement to meet the Corporation's goals and objectives. Develops and maintains a highly qualified and motivated workforce that supports the corporate mission, goals, and objectives.


Job Duties

Strategic Management - Seeks to understand the customer's business and their strategic initiatives; anticipates their requirements. Gathers information regarding the corporation's vision, objectives, resources and limitations and develops departmental strategies to assist with reaching the corporation's initiatives based on this information. Manages the Operational Technology Control Center (OTCC) department in support of the Corporation's mission, goals, and objectives, including policies, standards, procedures, guidelines, and tactical planning initiatives to ensure benefits to Members. The areas encompassed include the development and implementation of the annual work plan, capital improvement projects, and NERC CIP compliance evidence to ensure high quality, compliant, and reliable systems to support the operations of the transmission operations and balancing functions of GSOC.
Vision - Employs vision to identify areas where the department can best support the corporation's, clients' or Members' strategic business objectives.
Organizational Readiness - Ensures the department's ability to manage change based on evolving business needs. Researches, develops, plans, and executes for the future based on industry and compliance requirements. As part of the corporate management team, identifies, manages, and is responsible for the effectiveness of the mitigations, activities, procedures, and controls to appropriately reduce risks to the corporation and to our customers. The risks and related mitigations may change from time to time. Ensures that business plans, business continuity and disaster recovery plans are current and executable. Establishes and communicates clear goals and objectives. Anticipates requirements, and provides leadership in the form of recommendations, reports, etc. to the GSOC Officers/Executive Management, Board Committees, and Board of Directors on department-related programs for OPC, GTC, GSOC, or the Members.
Relationship Management - Create an environment where customers feel comfortable bringing issues, concerns, and opportunities to your attention, and where they desire to work cooperatively with you to resolve issues and explore new opportunities. Represents the Corporation's interests in PSOC and NOC issues both internal and external to the Corporation, including issues and negotiations involving across company functional departments, Members, , regulatory agencies (NERC, SERC), contractors, vendors, and other utilities. Proactively builds and maintains positive client relationships to ensure high levels of customer satisfaction. Understands clients' requirements and stays apprised of their operating environments to ensure accuracy and value in the products and services rendered. Communicates clearly, effectively, and on a timely basis. Proactively builds and manages positive relationships with peer department managers to ensure effective team results in delivering high-quality service. Structures the department service model to meet client requirements in a satisfactory manner
Operations Management - Ensure that daily operations are efficient and that the results of projects and processes are of the highest possible quality. Manages individual and departmental team performance to the desired results and success in client or Member perception; holds the department and individuals accountable. Provides leadership, direction and quality control, compliant and program management and administration for department turnkey services to include: Processes and measurements are in place. Continuous improvement efforts are sought out. Quality control - with appropriate parameters - is in place. Appropriate resources are allocated and managed. Provides effective, efficient, and timely program development and management on strategic initiatives. Systems: Ensures department's information services and systems are appropriate and effective. Updates and plans for modifications of all department-related systems to ensure efficient administration for all governmental, state, corporate, and individual needs, now and in the future. Compliance - Comply with all legal, regulatory, and corporate requirements. Develops and presents Board materials, reports, etc. for the Board Committees and Board of Directors on department-related programs for GSOC, and share as appropriate with OPC, GTC, or Members. Creates, implements, and maintains an environment of compliance and continuous improvement.
Personnel Management - Identification, selection and management of staff. Ensures that experienced and knowledgeable personnel are hired and retained. Monitors progress of associates' work to ensure that deliverables meet the expectations of management and clients and that performance is adequately documented. Provides feedback to associates regarding their work, skills, and development. Recommends or initiates personnel actions, such as hiring, promotions, transfers, discharges, disciplinary measures, etc. Trains associates to ensure optimum staff development and coverage plans are in place. Through cross-training, ensures that backup plans and resources are in place for contingency needs. Complies with legal, regulatory, and corporate requirements for personnel actions. Selects vendors for department needs and monitors their results to assure high-quality service delivery. Selects, develops, and manages highly qualified and motivated associates. Ensures necessary performance evaluations, coaching, training, development support, associate relations, and conflict resolution work are done in a satisfactory and timely manner.
Administration - Manage the execution of routine departmental tasks. Provides department reporting. Administers record retention & destruction program for the department. Provides operational reporting on metrics/measurements. Administers the execution of personnel-related tasks, e.g. timesheets, compensation, etc. Establishes overall work direction and review of work products. Directs the quality and timeliness of work products. Develops goals and milestones for the Operational Technology Control Center department. Provides strategic and regulatory support and assistance to Executive Management as requested.
Leadership - Inspire others to achieve individual, department and corporate objectives. Leads the department in research and development of strategic programs and services for OPC, GTC, GSOC, or the Members. Communicates a vision, strategy, and initiatives that are clear, understandable, and inspires other to succeed. Develops and manages individual and organizational performance to succeed, and holds department and staff accountable. Supports and reinforces the desired corporate GSOC culture. Sets and models standards for integrity, cooperation, and work habits. Sets the pace of the department by establishing values and setting goals. Provides leadership and support during activation of Conservative Operations, Disaster Recovery, Business Continuity, and the Security Incident Response and Recovery Plans.


Required Qualifications:

Education: Bachelor Degree in Engineering, Computer Science, Business Administration, or related field.

Experience: Ten years in the areas of network engineering, network operations, system architecture, cyber security, information security, physical security, industrial control systems, information technology, networking, telecommunications, or related technology areas, with at least two years in the electricity sector.


Equivalent Experience:

Associates Degree in Engineering, Engineering Technology, Computer Science, Business Administration, or related field with at least 14 years of experience in the areas of network engineering, network operations, system architecture, cyber security, physical security, information security, industrial control systems, information technology, networking, telecommunications in addition to at least 5 years of experience in a supervisory or leadership role.
Eighteen years of direct experience in at least two of the following areas: network engineer, network operations, system architecture, cyber security, physical security, industrial control systems, and information technology in addition to at least 5 years of experience in a supervisory or leadership role.

Unusual Hours: This role supports a 24/7 real-time operations environment. Must be available to provide emergency coverage for operational issues.


Other Information

Position requires knowledge of the NERC CIP standards. Familiarity with control systems supporting transmission and generation dispatch control centers as well as electrical components and control systems installed in transmission and distribution class facilities from 25 kV to 500 kV is a plus. Budget preparation, contract administration and contractor relations are required. Represents the Corporation with industry groups focusing on PSOC and NOC issues. Provide leadership in meeting corporate goals for cost, quality, and customer service. Must be able to successfully pass a NERC CIP Personnel Risk Assessment.
