The ideal candidate is an experienced Human Resources professional with a strong background in full-cycle recruitment and the ability to build effective partnerships with hiring managers and applicants. They are detail-oriented, organized, and proficient in managing complex systems and processes. Strong communication skills, sound judgment, and a commitment to service excellence are essential.
INTRODUCTION: Human Resources will screen applications and supplemental questionnaires. Candidates possessing the strongest skills and experience for this position will be forwarded to the hiring department for further evaluation and to determine who will be invited to the formal interview process. The candidate hired will be required to pass a drug screening, background check and may be required to pass a job-related physical evaluation.
GENERAL PURPOSE
Under direction, performs a variety of highly responsible and difficult technical and administrative duties in support of the District’s human resource management programs; performs basic systems administration functions for specialized human resources applications; serves as liaison, works with a wide variety of users and provides training on applications functions and operations; assists in administering specialized employment programs and processes; and performs related work as assigned.
DESIRED MINIMUM QUALIFICATIONS
Knowledge of:
Practices, techniques and terminology applicable to the administration of a variety of human resource management programs, including recruitment and selection, position control, compensation, payroll and benefits programs; basic methods and practices of public personnel administration and applicable federal, state and local laws and regulations; operations, capabilities and requirements of specialized District employment and HRIS systems; District personnel policies and labor contract provisions; basic research methods and data analysis techniques; principles and practices of sound business communication; standard business software, including word processing, spreadsheets and graphics; recordkeeping and filing practices and procedures and associated legal requirements.
Ability to:
Organize, set priorities and exercise sound independent judgment within areas of assigned responsibility; interpret, apply, explain and reach sound decisions in accordance with District and department policies, procedures and labor contract provisions; learn, utilize and train others in the use of complex computer systems and tools for administration of a wide variety of employment programs and activities; represent the department effectively in meetings with other departments, vendors and consultants; understand and follow written and oral instructions; communicate effectively orally and in writing; prepare clear, concise and accurate reports, correspondence and other written materials; exercise tact and diplomacy in dealing with sensitive, complex and confidential personnel issues and employee situations; organize and maintain specialized files; establish and maintain effective working relationships managers, employees, vendors, consultants, applicants, union representatives and others encountered in the course of work.
Training and Experience:
A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a four-high school or a G.E.D equivalent; and six years of increasingly responsible office administrative experience that provide familiarity with human resource management practices, including the use of standard and specialized computer applications in administration of employment programs; or an equivalent combination of training and experience. Completion of courses in human resources and management is desired but not required.
Licenses; Certificates; Special Requirements:
A valid Nevada driver’s license and the ability to maintain insurability under the District’s Vehicle Insurance Policy may be required for certain assignments.
