Objective
The HSE Manager will be responsible for leading a positive and encouraging safety culture for Centex Materials The primary objective is to manage, develop, implement,
monitor and coordinate all dimensions of the health and safety program in order to at a minimum, stay compliant but more importantly, meet of exceed all company safety and environmental objectives. In addition, the HSE Manager is expected to interact with all hourly and salary employees regarding safety and environmental matters. The manager should be an excellent trainer and should be one that can lead change. General knowledge of MSHA, OSHA, DOT and TCEQ rules and regulations is a must.
Organization Structure
The HSE Manager reports to the V.P. of Operations and is a member of the leadership team.
Job Responsibilities:
- Provide support to management and supervisors on issues dealing with training, health, and safety.
- Work directly with the Operations Manager, Plant Managers, and corporate manager safety/risk management to ensure that all activities work together to promote a safe working environment for all employees.
- Must ensure that corporate safety and health policies are administered in a consistent manner. The various functions involved in the execution of these policies and procedures require knowledge of federal and state laws regarding occupational health and safety.
- Provide support to front line supervisors and management for safety related items.
- Maintain compliance in all environmental items.
- Maintain all corporate safety and environmental systems.
- Stimulate change that continuously improves the effectiveness of the company safety program.
- Develop, coordinate, and maintain the company health and safety program and safety manual.
- Ensure that all incidents/ accidents are properly reported and investigated and follows up on them.
- Monitor compliance with Workers' Compensation Act and Regulations as well as ensuring proper and timely reporting of injuries and follow all claims to completion.
- Lead all HSE initiatives.
- Works closely with local V.P, Operations and Plant Managers and hourly personnel.
- Works closely with the Corporate HSE Manager.
Education & Work Experience:
Bachelor’s degree in safety, environmental management, or construction management or 5 years of related experience

- Strong problem solving and analytical skills and the desire to seek solutions

- Ability to make decisions in a timely manner, sometimes with incomplete data and under tight deadlines and pressure
- Proficient with Microsoft applications, specifically Excel, Word and PowerPoint
While performing the duties of this job, the employee is regularly required to use hands to finger, handle, or feel. The employee frequently is required to stand; walk; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; talk or hear and taste or smell. The employee will frequently be required to walk on rocky, irregular surfaces that may be muddy and in reduced lighting conditions. The employee is occasionally required to sit. The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 100 pounds.
