Under the general direction of the Senior Federal Regulatory Officer, you are responsible for providing expertise and oversight of

regulatory matters related to natural gas pipelines and storage operators including strategic, financial and/or operational impacts on

Centra Gas Manitoba Inc. (Centra), Manitoba Hydro and their customers.

You will represent the enterprise at dynamic industry discussions and negotiations, working closely with pipeline representatives and

shippers to develop innovative and creative solutions. The ability to collaborate effectively with diverse stakeholders will be crucial in

addressing complex challenges and driving successful outcomes.


Responsibilities:

Actively engage with industry peers, pipelines and internal teams to address pipeline cost of service, service offerings and

tolls as well as policy issues in the Western Canadian Sedimentary Basin that affect pipelines.

Foster and sustain collaborative relationships with government agencies, industry associations, and gas market counterparts

who share a vested interest in energy markets and regulatory issues. Focus on building trust, cultivating rapport, and

identifying common objectives to drive mutual success.

Demonstrate agility in industry discussions by adapting to evolving priorities, navigating ambiguity and uncertainty, and

identifying practical solutions. Effectively represent and advocate for Centra and Manitoba Hydro's positions in these forums

with clarity, conciseness, and conviction. Negotiate agreements, align objectives, and foster meaningful collaborations to

minimize regulatory hearings and drive optimal outcomes.

Leverage data to identify key risks, trends and opportunities and deliver reports on their strategic, financial, and operational

impacts. Maintain accurate documentation of discussions, agreements, and critical issues.

Maintain comprehensive knowledge and understanding of:

Regulated cost of service framework for pipeline rate setting including cost allocation methodologies and practices and


regulatory precedent.

Developments at the CER, FERC and/or other Government agencies in the U.S. and Canada (e.g., the U.S. Dept. of

Energy), including generic and company-specific issues and proceedings.

The tolls, tariffs, and general terms and conditions of service of the various pipelines and storage operators with which


Centra and Manitoba Hydro have contracts.

Centra and Manitoba Hydro's portfolio of gas supply, transportation and storage arrangements and the inter-relationship


between gas costs, reliability and service attributes.

Negotiate and administer North America Energy Standards Board (NAESB) Contracts with counterparties for the sale and


purchase of natural gas.

For Corporate interventions before the Canada Energy Regulator (CER) or the U.S. Federal Energy Regulatory Committee

(FERC), assist in preparing and submitting regulatory documents such as letters of comment, information requests, evidence,

responses to information requests, cross-examination, testimony and argument.

Qualifications:

Four-year Bachelor's Degree from a university of recognized standing (Economics, Law, Commerce or Business

Administration preferred) combined with a minimum of seven years of progressively responsible work experience

demonstrating the competencies required for the position;

OR

Professional Designation (CPA or CFA) combined with a minimum of four years of progressively responsible work experience


demonstrating the competencies required for the position.

Demonstrated equivalent knowledge and experience.

High degree of initiative and strong organizational skills with a demonstrated ability to work independently.
Demonstrated ability to navigate complex situations with diplomacy and sound judgment, exercising mature decision-making

and emotional intelligence in both individual and team settings.

Must possess exceptional communication skills, a strong sense of empathy, and the ability to maintain composure under

pressure while fostering positive relationships with diverse stakeholders.

Possess an understanding of the energy industry including relevant knowledge of natural gas issues.
Experience in multi-stakeholder processes and multi-lateral negotiations.
Comprehensive knowledge of financial, cost and regulatory accounting principles; and cost allocation principles.
Strong research and analytical skills, with the ability to analyze regulatory documents and identify key issues.
Proven interpersonal skills and an ability to establish and maintain successful working relationships with industry counterparts.
High degree of integrity and ethics, including the ability to manage commercially sensitive information and negotiations with


external parties with discretion.

Must be prepared for frequent travel outside of the Province of Manitoba, and within the USA, sometimes on short notice to


attend gas industry meetings and/or hearings.

The ability to present complex technical ideas, concepts, and opportunities through both written and oral communication.

Salary Range

Starting salary will be commensurate with qualifications and experience. The range for the classification is $51.34–$70.34 Hourly,

$98,380.88–$134,784.78 Annually.
