Job Summary:
The Estimating Manager is responsible for developing, standardizing, and enforcing Strike’s estimating practices across all projects. This includes the full lifecycle of estimation. The Estimation Manager will lead efforts to define company policies, procedures, and forms, while ensuring estimates are properly tagged and integrated into Strike’s systems. The role supports seamless coordination with Business Development and ensures consistency across estimating efforts company wide.
Primary Job Function:
•Lead the full development of estimates from bid package to cost-loaded schedule.
•Standardize and enforce estimating Policies, Procedures, Processes, Templates, and Forms across all business units.
•Collaborate with Business Development to ensure bid opportunities flow seamlessly through Strike’s systems and are properly tagged.
•Own and maintain InEight Estimate system, including:
•Development of templates, assemblies, and cost/resource libraries
•Integration with Primavera P6
•Develop Excel-based estimating models and templates for various project types (Pipeline, Facilities, I&E, CP, Terminals, etc.).
•Work with SMEs and regional estimators to gather feedback and define estimating best practices.
•Conduct reviews to ensure quality, consistency, and alignment across estimates.
•Train internal stakeholders on estimating tools, procedures, and best practices.
•Establish reporting standards and KPIs related to estimating accuracy, bid conversion, and estimating performance.
•Interface with project controls and project management to ensure estimates transition smoothly into execution budgets and schedules.
•Support Strike’s digital transformation and data governance initiatives by ensuring proper estimate tagging, metadata accuracy, and system integration.
•Develop scalable documentation and training programs to support enterprise-wide adoption of estimating standards.
Technical Skills:
Required:
•InEight Estimate: Advanced proficiency in estimate development, resource libraries, templates.
•Primavera P6 & Microsoft Project: Schedule creation and integration.
•Microsoft Excel: Complex formulas, models, pivot tables, template building.
•Estimating Methodologies: Resource-based, unit-rate, parametric, conceptual, detailed.
•Cost & Schedule Integration: Creation of cost-loaded schedules using WBS.
•Takeoff Methods: Ability to develop takeoffs from drawings and bid packages.
•WBS & Metadata Management: Tagging, breakdown structures, cost code alignment.
Nice to Have:
•JDE (JD Edwards): Cost code and chart of accounts familiarity.
•Power BI: For reporting estimating KPIs (optional).
•Power Automate: For workflow automation (optional).
•AACEI Class Estimating & FEL stage-gate familiarity.
•Experience integrating estimating practices with document control systems.
Experience:
•7+ years of experience estimating in the Midstream Oil & Gas industry, including both small and large scale projects.
•3+ years in a leadership or management estimating role
•Proven experience in developing estimates for Pipeline, Facilities, I&E, CP, Engineering, and Terminals.
•Strong background using InEight Estimate and maintaining resource/cost libraries.
•Demonstrated ability to create and enforce estimation SOPs and document control standards.
•Experience working with business development, project controls, and construction execution teams.
Education/Training:
•Bachelor’s degree in Construction Management, Engineering, or related technical field (preferred).
•AACEI Certified Estimating Professional (CEP), PMP, or similar certification (preferred).
