The successful candidate will provide natural resource planning, compliance and scientific services to support SRP's operation and maintenance and new construction of water and power systems and infrastructure. The candidate must have the ability to work effectively and lead multi-department teams in support of complex and/or highly technical environmental compliance and permitting activities with a focus on energy generation, transmission and distribution projects. The position will coordinate closely with SRP internal teams to conduct biological and cultural resource due diligence work for land acquisition, participate in project development, planning, and siting, and prepare or oversee contracting of compliance and mitigation supporting state and federal lease and rights-of-way applications for energy projects, which include applications on State of Arizona, Bureau of Land Management, U.S. Forest Service lands, and other public lands. The position may direct contractors and coordinate with other SRP staff in preparation of permit applications and develop, coordinate, and implement SRP programs necessary to support compliance obligations. This position requires a working knowledge of multiple environmental and land-use laws and regulations, with an emphasis on National Environmental Policy Act (NEPA) and National Historic Preservation Act (NHPA), and an understanding of the Arizona power plant and transmission line siting and Certificate of Environmental Compatibility (CEC) process. Work will also include review, analysis, and the development of corporate strategies and responses to emerging state and federal environmental laws, regulations, guidance, and policies. The position may provide litigation support, including preparation and review of the technical content for legal filings, participation in development of legal strategies, and participation in negotiations with regulatory agencies and/or other entities to resolve litigation matters.
This position requires a high level of coordination, communication and project management skills, including:
Preference: a minimum of five years experience, 10 years of energy or similar natural resource compliance and permitting is preferred; is fully competent in all aspects of functional area of assignment and as such would be recognized as a specialist in area of assignment and have periodic or occasional lead responsibilities.
A minimum of 5 years of related experience is required.
A bachelor’s degree related to the assignment from an accredited institution is preferred.
SRP currently offers a hybrid workplace, which allows employees whose jobs can be performed remotely, and who have sufficient technical capability, to telework up to three days per week. Although teleworking is available, all employees must live and work in Arizona.
