This position is based on site at the NWR Sturgeon Refinery working a 9/80 schedule.

Position Summary:
As part of the Process Engineering Services team, Engineer - Process Safety supports key process safety management system at the refinery and process risk management activities of the sturgeon refinery. The Process Safety Engineer will coordinate, update and continually develop the Unit Safeguarding Manuals, process safety risk assessments, Management of Change coordination, incident investigations and acts on all matters of process safety in design. The Engineer - Process Safety will provide engineering and field support to the NWR teams and will shepherd several elements of NWR`s Process Safety Management (PSM) framework.
Responsibilities:
- Engages all stakeholders for validating safety and loss management risk mitigation through PHA / HAZOP reviews, SIS and LOPA reviews, pre-Startup Safety Reviews, Control philosophy and narrative reviews, Incident Investigations among others;
- Champions the adherence to MOC process by engaging, coaching, guiding and auditing;
- Apprises the NWR leadership on process safety challenges and improvements, proactive identification of process safety risks and KPIs, in a timely manner and, also through structured meetings;
- Leads / participates in process safety discussions throughout the organization by engaging and coaching the wider refinery team, issuing process safety bulletin and effectively sharing the learnings;
- Works closely with operation and maintenance in safety field walks, critical task analysis, operational discipline checks, impairment process and alarm risk management;
- Works closely with multidisciplinary teams in participating and facilitating operational risk assessments;
- Work closely with HSE and EOC in incident investigations and emergency handling;
- Closely working with process engineers and discipline engineers, validates PSV sizing and suitability, OPPSD requirements, SIS systems, design changes to sustain and improve process safety aspects;
- Participates in turnaround activities of the refinery to ensure safety aspects and to support other refinery activities;
- All other duties as assigned.
- Understands, creates and maintains a visible commitment to process and personal safety, as well as the safety of others; adheres to NWR’s Core Competencies to drive results and a high-performance culture;
- Engineering degree with risk management and safety management skills, with eligibility to register (or already registered) as a professional engineer (P. Eng) in the province of Alberta;
- Minimum 10 years of experience in process safety function in refinery, upgrader, or petrochemical unit; additional experience in process engineering, unit operation support, pressure equipment safety support is beneficial;
- Strong understanding or exposure to Process Safety frameworks such as OSHA 1910.119, CCPS Risk based Process Safety, CAN/CSA-Z767-17;
- Strong knowledge of refinery processes and related hazards, automation control systems, safety and loss management processes, HAZOP methodologies and possess effective document writing skills;
- Strong knowledge of PHA tools such as PHA software, BowTie tools, situational risk assessment strategies, MOC system management;
- Willing to provide support for refinery operations and emergency management during upset scenarios and during off hours; process safety engineer will be the HSE / PSM representative of the refinery for weekend on-call rotation;
- Willing to continuously and proactively collaborate, share, and seek/provide information and guidance; Must be willing to make decisions, in line with the refinery risk philosophy and execution plans, keeping process safety focus;
- Effective communications both in verbal and written format to create organizational engagement, and to establish clear goals for achieving desired outcomes;
- Ability to manage task assignments in a matrix organization and manage emergency situations; Must be a team player;
- Ability to lead process safety initiatives and collaborate with multiple stakeholders to achieve success through influential leadership;
- Must be able to make decisions, in line with the refinery philosophy and execution plans;
- Must be self-confident enough to seek assistance with difficult or complex issues;
- Timely and effective communication – verbal, written and presentation skills; Working knowledge of Microsoft office and PowerBi.
