PURPOSE


This position is responsible for reliable and cost-effective fuel and power resource planning to meet the Associations load requirements including assisting in negotiations for fuel supply and purchased power agreements. Manages forecasting, contract compliance, and cost modeling while supporting accurate settlements and strategic decision-making. This position fosters internal collaboration and external partnerships, promotes operational excellence and a strong safety culture.



ESSENTIAL FUNCTIONS OF THE POSITION


1.Responsible for load and resource planning, forecasting and various analyses pertaining to load, fuel supply, and generation requirements of the Association.


2.Provide leadership to the Energy Analyst team with performance management/development, hiring, training, discipline, etc., in accordance with Association expectations and/or policies.


3.Responsible for ensuring the daily, monthly, and annual settlement transaction data is accurate, complete and in compliance with all processes/procedures and contracts.


4.Responsible for the cost production modeling of generation and purchased power and the processes for maintaining the integrity and accuracy of the data.


5.Responsible for the monitoring of gas pipelines, correcting imbalances, and minimizing imbalance penalties.


6.Responsible for providing guidance and accountability to direct reports.


7.Manage the various fuel supply and purchased power agreements ensuring regulatory and contractual compliance and advising leadership on potential discrepancies.


8.Manage the forecasting, reporting, and documentation of fuel, generation, and purchased power costs.


9.Prepare and monitor department budget and provide Key Performance Indicators on the departments progress towards strategic goals.


10.Advise and communicate with leadership on various issues or anything needing escalation that may arise.


11.Participate on regional energy industry forums or working groups representing and advocating the Associations interests and positions.


12.Monitor, review and advise leadership on regional fuel supply and purchased power contracts and related regulatory filings.


13.Perform analyses in support of and assist in negotiations for fuel supply, purchased power, and other contract arrangements with gas producers, pipelines and independent power producers.


14.Collaborate with Power Supply, Dispatch, Regulatory, and Accounting to ensure costs of the Associations generating resources are routinely reviewed, accurately represented and in compliance with various contracts and/or agreements.


15.Coordinate fuel usage with other Railbelt users to ensure the Associations fuel needs are met. Review, verify and track interchange transactions of energy purchases and/or sales with other entities.


16.Support and review the preparation of fuel and fuel delivery related regulatory filings.


17.Foster relationships with Alaskas Railbelt utility stakeholders to maintain support and rapport of the Association.


18.Develop and implement daily management processes to ensure fuel deliveries by the generation load.


19.Develop and maintain alternate fuel supplies sufficient to support the Associations load under crisis circumstances.


20.Communicate with all necessary stakeholders regarding fuel service interruptions when needed via effective communication and regular in-person outreach.


21.Support and verify daily nominations for the Associations fuel supplies.


22.Promote a safety culture in which safety is a value. This culture is based on joint and individual engagement, ownership, and accountability regarding job safety and responsibility to perform work safely and adhere to safe work practices.


23.Perform the essential functions of the position in a safe and efficient manner.

ESSENTIAL POSITION REQUIREMENTS



Energy Supply Manager I



Qualified candidates are required to have:

A relevant bachelors degree or equivalent relevant experience.
Three (3) years relevant experience.
A valid drivers license and a driving record, which is acceptable by the Associations Driving Policy and insurable by the Association and the Associations insurance carrier at standard group rates.

Prefer experience in the electric utility industry: utility generation and transmission system operations, power purchase/sales, understanding FERC and NERC regulations, operating policies and contractual requirements.



Energy Supply Manager II



Qualified candidates are required to have:

A relevant bachelors degree or equivalent relevant experience.
Five (5) years progressively responsible relevant experience preferably in the utility industry.
Three (3) years of supervision and/or management experience.
A valid drivers license and a driving record, which is acceptable by the Associations Driving Policy and insurable by the Association and the Associations insurance carrier at standard group rates.

Prefer experience in the electric utility industry: utility generation and transmission system operations, power purchase/sales, understanding FERC and NERC regulations, operating policies and contractual requirements.



KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the utility industry and infrastructure.


Knowledge of economic and financial analysis of regulated utilities.


Knowledge of utility tariffs and applicable statutes and regulations.


Knowledge of Cook Inlet fuel supply history, infrastructure, and current situation.


Knowledge and skill in Alaska regulatory environment and utility tariff issues.


Knowledge of Windows environment, including the use of Word, Excel, Outlook and PowerPoint.


Advanced skill and ability in designing and operating common database software, spreadsheet and project management applications as well as defining and extracting management information for logistical support.



Advanced skill in mathematical concepts.


Skill in analytical tools, system simulation tools and relevant software packages.


Skill in researching and analyzing data and developing recommendations and/or plans.


Skill and ability in collaborating when working under deadlines sometimes with multiple concurrent projects and/or activities.

This position works primarily in an office setting but will be required to visit generation sites and travel to locations outside the State of Alaska.

EMPLOYMENT STATUS


This position is classified as an exempt, non-represented position; and therefore is not eligible for overtime compensation. All Association employees are expected to work widely varying amounts of time outside the normal shifts to assist in power restoration or other needs of the Association.
