Definition

The Electric System Engineer reports to the Assistant GM – Director of Engineering & Operations and serves as a subject matter expert in electrical system design, maintenance planning, operations support, and other related responsibilities as needed.

This position is structured in three levels: Level I, Level II, and Senior, based on qualifications and experience. A successful Senior Engineer will meet all requirements outlined in this position description. While Level I and Level II Engineers are not expected to meet all listed requirements initially, they should demonstrate the potential and willingness to progress toward the Senior level as they gain experience.


Job Summary

Responsibilities for this position include, but are not limited to:

· Design and/or oversee contractor designs for the District’s power systems.

· Prepare drawings and specifications for the construction and installation of transmission and distribution equipment.

· Collaborate with the Assistant GM – Engineering & Operations to design, implement, and maintain a secure yet sensitive protection scheme for ED3’s distribution system.


· Provide technical support to Operations personnel.

· Contribute to the development of the annual capital budget for system improvements and expansions.

· Ensure system compliance with design and operational standards.

· Coordinate operation and maintenance activities to maximize the efficiency of power system facilities and meet customer energy demands.


· Ensure compliance with applicable regulatory requirements.

· Develop and maintain documentation and procedures for all systems.

· Manage multiple, concurrent projects with varying scopes and demands.

· Serve as a liaison between the District and its customers.


· Perform other duties as assigned.


Essential Functions

Coordinate the construction, operation, and maintenance of the District’s electric power transmission and distribution systems by planning and executing key projects. This includes assigning staff and responsibilities, coordinating with other departments, and developing essential project documentation such as Gantt charts, resource loading plans, and project status reports.
Design and/or supervise the design of substations, distribution automation systems, SCADA systems, and other District assets.
Coordinate the review of Original Equipment Manufacturer (OEM) and vendor drawings.
Provide technical support for Substation equipment and SCADA systems.
Perform analysis of system events and operational activities.
Collaborate with the District’s Purchasing Department for material procurement and inventory management in alignment with the approved District budget.
Estimate labor, material, construction, and equipment costs.
Conduct cost-benefit analyses for proposed projects.
Inspect and test completed installations to ensure compliance with design specifications, equipment standards, and safety regulations.
Assist the IT Section in specifying, operating, and maintaining Operational Technology (OT) assets related to the electrical system in the field, substations, and administrative offices.
Develop and maintain standards, specifications, and procedures to enhance the District’s operations.
Utilize a configuration management system to manage and maintain technical documentation.
Provide monthly reports on major project status, including percent completion.

Essential Qualifications


Demonstrated abilities:

Demonstrated knowledge of:

· Design and operation of three-phase medium- and high-voltage power systems, including system protection principles

· Configuration and operation of protective relays, specifically utilizing Schweitzer Engineering Laboratories (SEL) equipment


· SCADA system design and operation

· Data communications protocols, including DNP3 and Modbus


· Systems configuration management principles


· Power systems equipment, including:


o Power transformers


o Electrical switchgear


o Instrument transformers


o Air Switches


o AC/DC panelboards


o Station service batteries and associated equipment


o Other ancillary system equipment


· Computer system networking and cybersecurity principles

· Outage event analysis and power quality monitoring

· Metering systems and Automated Metering Infrastructure (AMI)


Requirements

· Knowledge of GIS planning and data management.


· Proficiency in Microsoft Office applications.


· Proficiency in Microsoft Project.


· Proficiency in AutoCAD.


· Excellent client interaction skills.


· Strong troubleshooting and problem-solving abilities.

· Ability to communicate clearly, confidently, and professionally with both technical and non-technical contractors and coworkers

· Willingness to work long hours and weekends when required due to outages.

Physical Requirements:

· Must successfully pass a pre-employment drug screening and background check.

· Must be able to remain stationary for extended periods.

· Must be able to accurately read color-coded information.


· Must possess a valid driver’s license.


Education & Experience


Education:


· Level I:

Bachelor of Science in Electrical Engineering from an accredited institution is preferred.
An Associate of Applied Science in Power Systems Technology or a related technical field may be considered with relevant work experience.
Engineer-in-Training (EIT) certification is preferred or must be obtained within 24-30 months of hire.
Level II:
Bachelor of Science in Electrical Engineering from an accredited institution is required.
EIT certification required; PE licensure is preferred or must be pursued.
Senior:
Bachelor of Science in Electrical Engineering from an accredited institution is required.
Professional Engineer (PE) licensure required; candidates without a PE license should demonstrate significant experience and advanced expertise in electrical system engineering.
Candidates with a degree in a related engineering discipline may be considered with substantial, directly applicable experience.


Experience:

Level I:
No prior experience required; this is an entry-level position.
Internship in electrical or power systems is preferred.
Familiarity with utility operations or power system fundamentals is a plus.
Level II:
Minimum of 5 years of relevant engineering experience in electrical or power systems.
Experience with SCADA systems, protective relaying, and power distribution equipment is preferred.
Proven ability to manage engineering projects and collaborate across teams.
Strong troubleshooting, analytical, and problem-solving skills.
Senior:
Minimum of 10 years of progressive engineering experience in electrical or power systems, including substantial hands-on experience in power system design, maintenance, and operations.
Advanced knowledge of SCADA systems, power distribution, protective relaying, and system protection.
Ability to lead projects, mentor junior engineers, and interact with clients and stakeholders.
Proven track record in project management, cost-benefit analysis, and system optimization.
Expertise in regulatory compliance, industry standards, and best practices.


Work Environment

While performing the duties of this job, the employee is typically based in an office environment. However, some responsibilities require work in the field or in electrical substations where electrical and thermal hazards may be present. The employee will receive appropriate safety training for working in these environments. Must be able to sit at a desk for prolonged periods while working on a computer.

Pay: $70,000.00 - $120,000.00 per year
