Performs intermediate skilled technical and difficult administrative work, supervising and participating in a variety of water and sewer distribution and collection system repair and maintenance activities, and related work as apparent or assigned. Work is performed under the moderate supervision of the Distribution Supervisor. Continuous supervision is exercised over subordinate personnel.

Deliver excellent customer experiences in all interactions with internal and external customers.
Plans, assigns, directs, trains and supervises the work of assigned personnel; reviews work product and ensures
accuracy and completeness; provides technical assistance and conducts performance evaluations; makes recommendations regarding personnel such as hiring, promotion, disciplinary actions, and terminations.
Responsible for directing and implementing routine daily and long-term maintenance and operational requirements under limited supervision and compliance with ONWASA policies and operating standards, safety standards and federal and state laws; seeks direction and guidance from the Distribution Superintendent.
Supervises,coordinates, and assigns daily work orders and assignments to distribution crews relating to the operation and maintenance of the Authority’s water and sewer systems; provides oversight on job sites, as necessary to ensure the safe and timely completion of work orders.
Performs field response, customer relations; inspects work areas, checks pre-work and post-work assignments to assure work has been
completed accordingly and within established quality standards.
Working with Crew Leaders establishes and enforces performance standards and benchmarks for personnel; regularly reviews and analyzes performance data, taking appropriate action when standards are not met, as necessary.
Supervises and reviews the work of subordinate personnel; keeps subordinate staff informed of directives, policies and procedures and enforces compliance with same.
Makes work assignments and enforces work standards and schedules.
Participates in cross-training exercises such as hydrant & valve demo training.
Understands and ensures compliance with federal, state and local laws, regulations and policies.
Assists with the development of specification for vehicle and equipment purchases.
Requires the ability to work outside normal work hours in emergency situations and on-call situations.
In case of disaster, either natural or man-made, as a condition of employment employee will be called upon to serve ONWASA customers. Service to customers during a disaster will result in the assignment of other duties, which will take precedence over duties described in this class description. Performs related tasks as required.
Thorough knowledge of the water and sewer systems;
thorough knowledge of the ability to plan, lay out and supervise technical and maintenance operations;
ability to read, analyze, and interpret, general business periodicals, professional journals, technical reports or governmental regulations;
ability to write reports, business correspondence and procedure manuals;
ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public;
ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume; ability to apply concepts of basic algebra and geometry; ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form;
ability to supervise the maintenance of records; ability to prepare clear and concise technical reports;mechanical aptitude; ability to operate personal computer including some knowledge of applicable software packages;
ability to establish and maintain effective working relationships with internal and external customers and the public.

work frequently requires working near moving mechanical parts, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to the risk of electrical shock and exposure to vibration and occasionally requires working in high, precarious places, exposure to outdoor weather conditions, exposure to extreme cold (non-weather), exposure to extreme heat (non-weather) and exposure to blood borne pathogens and may be required to wear specialized personal protective equipment;

Associates/Technical degree with coursework in chemistry and/or biology, or related field and extensive experience in water treatment
and distribution operations including considerable supervisory experience, or equivalent combination of education and experience.
Equivalent combination of education and experience may be considered. Requires Grade III Collections and B Water Distribution certification, NC Flagger certification, Work Zone Safety Traffic Supervisory certification, and AED/CPR/First Aid certified. Must meet the minimum driving standards set by ONWASA and have possession of a Class A CDL license in the State of North Carolina.This is a safety-sensitive position requiring a background check, driving record check, and pre-employment and random drug screening in accordance with ONWASA's Drug-Free Workplace policy.
