ECF Engineering Consultants is a full-service engineering firm that specializes in providing technical solution services to the Energy Markets, as well as public and private sectors, requiring electrical and mechanical engineering support.
We serve those entities on an array of projects, offering consultation on technology utilization, design solutions for electrical and mechanical systems, public health systems, and equipment procurement and construction phase services.
Under general supervision, we are looking for candidates with experience in utility permit/permitting, to create permit drawings/designs for various distribution projects to support multiple client initiatives. The candidate should be knowledgeable in permit coordination and scoping, as well as proficient in AutoCAD and Visio, working closely with designers and technicians on tasks such as reporting and tracking to ensure projects are completed on time. Experience with Microsoft Office Suite, especially Excel (including Pivot Tables and VLOOKUP), is required. The role also involves collaborating with other divisions, outside agencies, small businesses, residents, and applicants, along with performing related duties as assigned.
- Understand the process of planning, organizing, coordinating, and evaluating projects and operations within the Distribution Engineering department, including Permitting (triage, review, and drawing preparation). Provide general administrative and technical support for the Pole Inspection Program, Hardening, and Streetlighting departments.
- Experience with Utility Permit to create permit drawings.
- Coordinate and track the progress of distribution programs, which may occasionally involve communicating with external agencies, customers, and the general public.
- Integrate and help facilitate utility program planning to support the Distribution Engineering Department; assists and participates in developing, implementing, and evaluating plans, work processes, and systems for future projects.
- Respond to and resolve sensitive and challenging customer inquiries and complaints, providing general and technical information and assistance to customers and designers, as needed.
- Track plan submissions through plan checking to ensure timely response and turnaround time; prepare statistical reports on a weekly/monthly basis for submission to supervisors; coordinate with other distribution engineering departments.
- Possess a general knowledge of site plans, architectural, structural, and construction plans, environmental assessment reports, and calculations submitted in connection with current projects.
- Maintain current knowledge of new trends and innovations in the field; attend and participate in professional group meetings; participate in professional development activities; read publications relevant to the area of assignment.
- Perform related duties as required.

- Attend all mandatory training courses as assigned.
- Attend all mandatory scheduled meetings.
- Demonstrate familiarity with electric utility design and construction standards and practices.
- Demonstrate experience with large Florida electrical utility systems and processes, including, but not limited to: WMS, DM/EO, Drawing Viewer, AMG processes, RSV, etc.
- Working knowledge of Microsoft Office: Excel (Pivot Tables, VLOOKUP), Outlook, and Visio.
- Wide perspective on how designs impact construction, customer outreach, cost, permitting, and material needs. In addition to the goals of other large Florida electrical utility teams, such as operations, planning, and hardening initiatives.

- High School Diploma
- 1-3 years of experience
- Associate degree from an accredited college or equivalent combination of education and experience related to distribution engineering or a related field. Utility permit/permitting drawing, scoping and permit coordination experience required.
- Working knowledge of AutoCAD, Microsoft Office: Excel (PivotTables, VLOOKUP), Outlook, and Visio.
- Experience in civil engineering, construction and/or project management will also be considered as qualifying experience
