General Description:
The Director, Pipeline Construction will oversee the execution of construction and logistics projects, providing direct management and technical oversight to ensure safe and reliabel operations of natural gas compressor stations and pipelines. Additionally, will assist in upfront development, permitting, detailed design and bid analysis.
Responsibilities:
- Coordination in upfront development of pipeline projects, for example: centerline routing, construction methods, workspace layout, field visits/landowner meetings, detailed design reviews, etc..
- Assists with the federal and state permitting of project(s), for example: Support permit package reviews and submittals, data request, agency meetings, etc..
- Assists with the evaluation of bid packages and selection of Contractor(s)
- Expert knowledge utilized in construction contract negotiations and execution
- Ensures Projects are completed safely, on-time, within budget and to Company standard
- Provide leadership and direct oversight to the Construction Team and Contract Inspection personnel.
- Visits construction sites and inspects each stage of construction up to completion.
- Review, develop and interpret plans, specifications, and codes and verifies Contractor’s work is performed in accordance with them.
- Ensure all specifications are met through quality assurance tests.
- Monitor construction sites for safety violations. Prepares Non-Conformance Reports when work is not performed to the approved standards and specifications. Maintains daily activity logs and reports.
- Assist in maintaining, supporting, and promoting a safe work environment while complying with safety rules, policies, and procedures.
- Directly involved with Regulatory team and assist in any PHMSA site visits/audits
- Coordinates preparation of inspection cost estimates and maintenance records.
- Arranges, coordinates and oversees technical inspections such as electrical, mechanical, landscaping, soil testing, concrete, and asphalt mixes, and reinforcing steel for conformance to specification requirements.
- May allocate inspection resources and supervise inspectors.
- Ensure proper testing, documentation, and as-built records are accurately maintained and filed according to specifications and regulatory requirements.

- Minimum high school diploma or GED required.
- Minimum 10-15 years of direct experience in construction supervision, foreman, or planning roles specifically within pipeline and gas compression projects.
- Strong knowledge of operational, safety, and environmental standards relevant to natural gas compression and pipeline facilities.
- Willingness to be in Houston home office (25%)
- Willingness to travel extensively (50%) to various project sites.
- Proven ability to effectively manage contractor staff and project resources.
