Position Summary

The Director of System Operations is a senior leadership role responsible for the strategic oversight and day-to-day management of critical operational functions across our water, wastewater, and electric utility services. This position directs the 24/7 System Operations Control Center, Fleet and Facilities, and Emergency Management functions. The ideal candidate is an exceptional people leader, highly organized, and brings strong experience in emergency response, infrastructure operations, and managing large, diverse teams.


Essential Duties & Responsibilities


Strategic Work:

Develop and lead the strategic vision for System Operations, ensuring alignment with the organization’s mission, regulatory obligations, and operational goals across water, wastewater, and electric utility functions.
Establish annual and long-term goals for the Control Center, Fleet and Facilities, and Emergency Management departments, translating organizational priorities into actionable departmental plans.
Use data and performance metrics to drive operational decisions, evaluate program effectiveness, and continuously improve service delivery and resource allocation.
Oversee the development and implementation of key performance indicators (KPIs), benchmarks, and reporting frameworks to track progress toward departmental and enterprise objectives.
Guide strategic planning and lifecycle management for all facilities and fleet assets, ensuring sustainability, fiscal responsibility, and operational readiness.
Anticipate future operational challenges and needs, and proactively develop strategies, staffing models, and budget plans to address evolving service demands and emergency scenarios.
Collaborate with executive leadership and cross-departmental peers to ensure integrated operations, consistent policy application, and effective risk management across all utility functions.
Represent System Operations in strategic planning sessions, capital investment discussions, and emergency response coordination.


Management/Supervision Responsibilities:

Provide leadership and direction to the 24/7 System Operations Control Center, ensuring reliable system monitoring, timely emergency crew dispatch, and effective incident response.
Manage the Emergency Management team in executing training exercises, emergency preparedness drills, and EOC operations during activation.
Directly oversee department managers and staff, fostering professional growth, operational excellence, and a culture of accountability and teamwork.
Ensure compliance with safety regulations, operational standards, and emergency protocols across all areas of responsibility.
Develop and manage departmental budgets, staffing plans, and performance metrics to ensure cost-effective and high-quality service delivery
Lead, motivate and facilitate cross-functional teams to commit to, and deliver results.
Monitor and evaluate the performance of direct reports and personnel to ensure that established NBU procedures and policies are enforced, achievements are recognized, performance standards are met, and professional growth opportunities are made available.
Identify and obtain training opportunities for staff to create an engaged, knowledgeable workforce.
Proactively develop relationships across the organization.
Ensures management keeps employees informed of pertinent business communications through formal and informal modes of communication and in a timely manner.
Encourages employees to recommend ideas for the improvement of processes and procedures that are consistent with the company Vision and Strategic Plan.
Ability to create and present professional communications, whether verbal, visual or written, whether for internal or external use.
Encourages a culture and learning environment that fosters opportunity for continuous growth and development of all employees.
Keep direct reports informed of pertinent business communications through formal and informal modes of communication and in a timely manner.

Formal Education and Work Experience Requirements


Degree/Diploma Obtained: Bachelors

Work Experience Time Frame: Five Years or More Field of Study: Emergency Mgmt, Public Admin[MS1]
