Utilities One isseeking a Director of Engineering to lead our nationwide OSP fiber engineering operations and drive innovation across large-scale telecom infrastructure projects.
As a senior leader within our Engineering division, you will oversee high-performing domestic and offshore teams delivering world-class fiber network designs, QA processes, GIS integration, permitting strategy, and make-ready engineering. You will collaborate closely with cross-functional stakeholders—including field services, project management, and executive leadership—to ensure project excellence and scale our engineering capabilities.
Responsibilities
•Lead and manage cross-functional engineering teams including OSP Design, QA/QC, GIS, Permitting, and Make-Ready support;
•Oversee offshore design teams, establishing workflows, production expectations, and seamless integration with onshore operations;
•Develop and implement standardized engineering workflows, documentation, and QA processes ensuring accuracy, compliance, and buildability;
•Manage engineering project timelines, resource planning, and delivery tracking across multiple markets and clients;
•Serve as a strategic and technical partner to internal teams and external clients, including national ISPs, utilities, and broadband grant programs (BEAD, RDOF);
•Optimize engineering output using performance metrics, process automation, and cloud-based collaboration tools such as Smartsheet, Vetro, IQGeo, ArcGIS, and AutoCAD;
•Lead workforce planning: recruiting, mentoring, evaluating, and growing domestic and offshore engineering teams;
•Ensure compliance with NESC, NEC, joint-use standards, and jurisdictional permitting codes;
•Provide executive reporting on production status, risks, capacity, and design readiness;
•Support proposal development, margin control, and national expansion strategies in partnership with leadership and business development teams.
Requirements
•10+ years of telecom OSP engineering experience, including 3–5 years in engineering leadership or director-level roles;
•Proven success managing offshore design teams and hybrid engineering delivery models;
•Deep technical expertise in FTTH architecture, aerial/buried routing, LLD/HLD design, and permit-ready delivery;
•Proficiency with engineering platforms such as AutoCAD, ArcGIS, IQGeo, Vetro FiberMap, Google Earth/KMZ, and Smartsheet;
•In-depth knowledge of NESC standards, local permitting codes, and make-ready engineering practices;
•Excellent organizational, leadership, and communication skills with the ability to lead distributed teams and work cross-functionally with PMO, construction, legal, permitting, and finance.
Preferred Qualifications
•Experience with federally funded broadband programs (BEAD, RDOF);
•Familiarity with engineering quality assurance and process optimization;
•PMP, PE license, or telecom engineering certifications (preferred but not required).
