Incumbent serves as Director for the Engineering Department, responsible for administering and managing the Engineering and Lift Stations Departments and Electrical staff.
· Plans, organizes, controls, and coordinates predictive/preventive/corrective wastewater treatment/collection system maintenance programs, ensuring compliance with all requirements.
· Supervises and directs assigned personnel, including training/developing/motivating assigned staff, planning/delegating/controlling work assignments, establishing work goals, evaluating performance results, and keeping supervisor and assigned staff informed of organization developments. Creates staff performance metrics for productivity and cost savings by inculcating accountability and responsibility ethics.
· Designs and prepares contract documents including specifications for engineering projects.
· Reviews consultants’ engineering reports, designs, construction drawings, and as-built drawings. Reviews contractors’ shop drawings
· Reviews MS4 Construction (Rule 5) and Post-construction (Rule 13) Permits, including Storm Water Pollution Prevention Plans (SWPPP). Reviews and issues sanitary sewer and storm water permit.
· Performs contract management and construction supervision duties.
· Performs sanitary sewer, storm sewer, and storm water drainage system evaluations, assessing conditions and making or overseeing repairs
· Digitizes and maintains sewer, lift station, and appurtenances records and provides records as requested.
· Addresses issues related to MS4, including ditches, flooding, and sewer system.
· Administers management of lift stations, regulators, outfalls, and storm water best management practices (BMPs) inspection and maintenance.
Gary Sanitary District/Gary Stormwater Management District Executive Director
· Bachelor's degree in Environmental Science, Civil Engineering, Structural, or wastewater engineering a related field with five (5) years’ increasingly responsible and professional work experience in wastewater and storm water systems. Master’s degree preferred.
· Possession of valid Indiana Professional Engineering license and all other certifications/training, including Class IV Wastewater Collection System Operator.
· Thorough knowledge of modification and practices of engineering, with ability to conduct feasibility studies and properly plan, analyze, evaluate, design, supervise, and manage wastewater treatment operations, collections, maintenance, and construction projects
· Thorough knowledge of theories and practices in the field of storm water management, including low impact development (LID) and watershed planning/wetland protections, with ability to research legal codes and professional journals and confer with other wastewater/stormwater professionals.
· Thorough knowledge of related federal/state/local laws, regulations, statutes, ordinances, codes, and guidelines with ability to research information sources and ensure compliance and environmental protection
· Thorough knowledge of I/I evaluations, construction/contract administration, MS4, and NPDES requirements with ability to manage storm water, including compliance, reporting, and construction (Rule 5) and post construction (Rule 13) permit review and approval under NPDES/IDEM MS4 Program.
· Practical knowledge of technical writing procedures and practices and ability to read and understand detailed drawings/sketches/layouts/specifications/maps.
· Practical knowledge of and ability to apply computer software, including, but not limited to, basic word processing/spreadsheet/graphing/presentation/email/internet and department-specific design, engineering, CMMS, and GIS/mapping software and databases.
· Ability to plan and layout assigned work projects.
· This position requires both office and fieldwork, including exposure to various weather conditions, working near water bodies, and navigating uneven terrain.
· Incumbent regularly works extended hours and occasionally works evenings/weekends, travels out of town for conferences, sometimes overnight, and responds to emergencies on 24-hr basis or from off-duty status.
