Provides direction, leadership, and management to the teams responsible for gas compliance, gas operator qualifications, and gas training. Directs and leads Gas Delivery’s division-wide regulatory compliance with regulations, standards, requirements, and programs of the Department of Transportation’s Office of Pipeline Safety and the Public Utility Commission of Nevada (PUCN). Ensures the company’s gas operations are in compliance with applicable federal and state regulations and that system is appropriately monitored and proper mitigating measures are taken to maintain pipeline integrity. Serves as a representative to external regulators, contractors, emergency first responders and the public.
Ensures gas operational activities are conducted in a manner to protect public safety and in compliance
with applicable regulations and codes. Implements the company’s compliance and reliability standards plans for the Department of Transportation’s Office of Pipeline Safety and PUCN by overseeing business unit and employee efforts to comply with all federal code requirements including:
- 49 CFR 191, 192, 193 & 199
- Federal Energy Regulatory Commission (FERC)
- NV Energy’s Operations and Maintenance Manual (O&M Manual);
- NV Energy’s Emergency Response Plan and Procedures
- NV Energy’s Department of Transportation annual reporting requirements
Identifies areas of risk, improvement or potential non-compliance and initiates measures to strengthen programs, policies, procedures, controls and/or management of compliance activities and data. Ensures federal and state requirements are performed timely and documented to effectively demonstrate compliance. Facilitates the resolution of design/construction issues and problems as they impact long term maintenance and compliance objectives for gas facilities. Ensures timely implementation of appropriate solutions and compliance adherence by the business unit.
Directs and conducts internal audits to ensure company operations and controls maintain compliance with all applicable state and federal regulations and company policies/standards. Develops testing plans, documents findings, provides recommendations to achieve and maintain compliance and reports results to management. Tracks, monitors and reports on progress of remediation activities, including conducting independent verification and documenting completions. Investigates and implements appropriate actions to mitigate any potential instance of non-compliance with rules, regulations or standards.
Provides expert testimony on gas compliance related subjects in regulatory proceedings before federal and state agencies, including preparation of data request responses and responses to audit findings. Serves as a liaison of the gas distribution division and communicates gas issues clearly and effectively both internally and externally.
Monitors, researches, and identifies emerging or changing regulatory compliance requirements affecting or potentially affecting the company. Interfaces with the American Gas Association and BHE platform companies to stay abreast of emerging standards. Reviews and summarizes issued regulatory audit reports to apply strategies or changes as applicable.
Develops and implements training for operator qualifications, maintains effective gas emergency training; and provides compliance training for state and federal code requirements as required.
Participates in industry forums to maintain highest level of understanding on technological developments associated with gas distribution systems and code changes. Implements industry best practices within the company for balanced outcomes against core principles.
Ensures all compliance aspects of position are known and followed; understands and complies with all policies, codes and regulations applicable to position and company.
Monitors and enforces all compliance requirements for area of responsibility.
Education and Work Experience
Bachelor’s degree in Business Administration or Engineering or a related field from an accredited school and 8 years of related experience with a minimum of two years of supervisory experience. Candidates that do not possess a bachelor’s degree must have a minimum of 12 years of related work experience with a minimum of two years of supervisory experience.
Specialized Knowledge and Skills
Comprehensive knowledge of gas system emergency response planning, procedures, and incident
investigation. Demonstrated knowledge of applicable federal and state regulations governing the
transmission and distribution of natural gas. Working knowledge of the company’s collective bargaining
agreement. Proven planning, time management, communication, decision-making, organization, and
- Utility business, as well as Pipeline and Hazardous Materials Safety Administration (PHMSA) compliance obligations and standards.
- Applicable federal, state and local governmental laws and regulations.
- Project management, leadership, training, prioritizing and handling multiple projects.
