Job Summary/Purpose
This position acts in a lead capacity among peers within a department in a technical discipline, short of a supervisor, but with responsibilities of some level of coordination and/or review. This position works in conjunction with other engineering disciplines and is responsible for system functions such as developing design/ construction standards, ensuring quality of engineering deliverables, and participating in technical workforce development. Additionally for very large capital projects, this position acts as liaison between project management and technical disciplines involved with capital projects and serves as the subject matter expert and primary point of contact for the management and coordination of all technical aspects of the project. Ensures that engineering is complete, accurate and constructible for all elements of a project's scope. Oversees contractor's engineering performance and coordinates all contractor and owner's engineering interfaces in addition to ensuring projects are completed according to project construction drawings and in accordance with project specifications, quality, and performance requirements. Focus of role will be design/construction of relay protection and control components in substation facilities, or design/construction of relay settings in transmission and distribution substation facilities.
Job Duties/Responsibilities
•Plan and conduct independent engineering work requiring judgment in the evaluation, selection, application and adaptation of engineering techniques, procedures, and criteria. Devises new approaches to solving problems.
•Direct and mentor junior staff and oversee the engineering work on multiple projects; to include design package development, planning studies, reliability analysis, engineering standards development, and system operations.
•Represent Entergy as a technical expert within Industry. Represents Business Unit in Standards discussions and/or utility practices as the industry evolves.
•Work with consultants and equipment manufacturers and interface with departments on technical issues.
•Leads the development of System/ BU level processes and procedures.
•Change agent for achieving Business Unit objectives. Provide guidance and coaching to other departments on engineering matters.
•For very large capital projects, manages the engineering and technical contract consultants. Participates in contractor/vendor selection process with a specific goal of assessing engineering experience, competencies and capability. Assures that all firms solicited to provide engineering services are duly licensed in the state of the project. Assists Contractors and Vendors during design and construction to resolve technical inquiries, and interface issues. Manages the review of engineering and design to assure compliance with the contract, permits, codes, and utility design standards and supports the operations and maintenance goals of the project. Coordinates with the Project Manager and project team to ensure that the contract requirements are applied during construction to achieve a 'fit for purpose' outcome.
•For very large capital projects, coordinates with the Project Team to ensure that design is executed in accordance with codes, specifications, schedules, and good engineering practice. Coordinates reporting and disposition of all RFIs. Contributes to the development of project deliverables as necessary during each step of the Stage Gate Process.
•For very large capital projects, serve as Subject Matter Expert (SME) for Entergy in their respective focus area of responsibility: makes decisions during all stages of the transmission project development and execution associated with focus area including schedule and coordination of project deliverables, support during testing and commissioning, troubleshooting and assisting field personnel with analysis and mitigation techniques and ensuring installations and construction by internal and/or external contract partners are in accordance with Entergy Standards and Specifications.
•For very large capital projects, maintains drawings and design documents in conjunction with leadership. Performs and manages document reviews of drawings and specifications. Ensures all documents generated on the project are stored in designated repository at closeout. Follows change control process for any potential design changes. Reviews all vendor drawings and documents received during the execution of the project for conformance to the contract.
•For very large capital projects, participates in the inspection activities as agreed with the Contractor. Provides technical support during construction and start-up on an as needed basis. Assists Project Team with coordination of training of contract personnel.
•For specific focus areas with very large capital projects, the Sr Staff Engineer would be responsible for the above items plus the following in support of EPC capital projects:
•Relay Design focus area - responsibilities include approval of operational one-lines, panel layouts, AC and DC calculations, optical budget calculations, procurement of vendor equipment, and support during construction.
•Relay Settings & Configurations focus area - responsibilities include performing engineering design and project management work using knowledge of relay settings templates, RTU configurations, settings calculations sheets associated with Transmission Line Protection, Bus Protection, Capacitor Bank Protection, Power Transformer Protection, Auto Transformer Protection, and Medium Voltage Feeder Breaker standards, and CIP change management support.
Minimum Requirements
Minimum Education
•Bachelor's Degree in Engineering Discipline from a four-year accredited institution.
•Degrees in Engineering Technology from a four-year accredited institution with PE may be considered.
Minimum Experience
•At least 8 years of experience
•Advanced degree in Electrical Engineering is preferred particularly for the Relay Settings Design focus area.
Minimum Knowledge, Skills And Abilities Required Of The Position
Knowledge of engineering fundamentals. Knowledge of the practical application of engineering science and technology to transmission line and transmission/distribution substation design and construction. This includes applying principles, techniques, procedures, and equipment to the design of transmission/distribution lines and substations. Knowledge of materials, methods, and the tools involved in the design, construction or repair of transmission/distribution lines and substations. Critical Thinking Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
