The Cost Controller is based in Houston, working remotely or in-office with standard hours, playing a key role in managing project costs and supporting the Project Manager and Project Services Team. Projects include greenfield and brownfield EPC phases.
- Core responsibilities:
Tasks include monitoring integrated project cost control functions, preparing cost and forecast presentations, budget development and control, tracking contractor costs, raising purchase requests and orders, attending project meetings, reviewing reports, negotiating scope changes, and managing cost variations and forecasting.

The role involves standardizing cost measurement and reporting, supporting data management using tools like SharePoint, Excel, and SAP, and collaborating with project management teams to streamline information flow and achieve cost savings.
- Qualifications and skills:
Candidates need a minimum of 10 years’ experience in the oil and gas sector, specifically in receiving, storage, and loading, with either an engineering degree or 15 years’ relevant experience. Essential skills include project controls knowledge, ability to work with diverse teams, strong communication, analytical skills, proactive approach, and eligibility to work in the US.
- Compensation and Duration:
Role will be on an agency basis under an LLC, compensation ranges between 50 to 80 USD per hour based on experience – duration expected to be a minimum of one year.

Project and/or office Cost Controller located in Houston. Work will be remote, and office based, hours will be 8 per day from 7 to 4pm or 8 to 5pm. You will play a critical role in control and management of the project (s) from a project cost control perspective. Your experience and expertise will support the Project Manager/Project Services Team oversee the cost, financial and forecasting aspects of the total project(s).
Project (s) range from greenfield to brownfield EPC and cover various phases. Assignment/role may cover a single project or multiple small projects.
- Proactively monitor and review all aspects of the Integrated Project Cost Control functions to ensure that the quality of the cost engineering is in accordance with the established company procedures and expectations.
- Support the Project Services Lead and team members in the preparation and presentation of cost and forecasts and any other special project performance / status reviews as required.
- Budget development & control, tracking Contractor/Vendor actual costs (VOWD), verifying accurate VOWD calculations, tracking commitments, Forecasting (EAC), identifying of trends and MOC’s, recommending corrective actions. Prepare weekl/monthly consolidated cost & KPI reports and address any specific problems or concerns related to project services / controls on the Project. Collaborate with PM/PSM to achieve cost saving measures.
- To raise PR’s/PO’s, manage inter group billing, resource tracking, accrual reporting.
- Attends the kick-off meetings, weekly progress, commercial and all formal meetings with the Client.
- Review daily, weekly, monthly job reports, providing comments to the senior management team.
- Support/negotiates changes in scope of work with Client and Subcontractors through the Project Services Lead.
- Highlights commercial/contractual/schedule trends and changes to the Project Services Lead.
- Carry out checks to verify contractor VOWD/Invoices/billing etc. Input into the contract Risk Register(s).
- Standardizes costs measuring and reporting, driving efficiency and enabling punctual and transparent report out.
- Providing support to Project Management Team in managing data and streamlining the information flow leveraging standard client tools (SharePoint, Excel).
- Manage monthly the cost variations in cooperation with the Project Services Lead and Project Manager and analyse impact on overall costs and budgets. Produce monthly forecast to ensure timely cost management.
- Measure monthly efficiency/productivity and provide analysis of deviations and possible opportunities for improvements. Support any Cost Estimating activities.
- Leverage standard tools (SharePoint, Excel, SAP) to improve data management
- Minimum of 10 years’ experience in Oil & Gas industry, specifically in receiving, storage and loading.
- You should have a degree in Engineering or a minimum of 15 years’ experience in the role.
- Strong understanding of all project controls activities, and project management principles.
- Must be adept at handling/working with multi-faceted teams, contractors, vendors in a demanding timeline.
- Must have excellent understanding of engineering, procurement, construction, and commissioning/start up activities. Excellent English verbal and written communication skills, with the ability to interact effectively with diverse teams and senior management.
- Strong analytical skills with the ability to identify, analyse, and resolve cost deviations and issues in real-time.
- Must be a proactive self-starter for taking a hands-on approach. Must have excellent stakeholder management and interfacing skills.
