Oil sands development is an important component of CNOOC International’s global portfolio. In Canada, CNOOC Petroleum North America has interest in more than 300,000 acres in the Athabasca region – one of the largest deposits of Canadian oil reserves, where we use technologically advanced production processes such as Steam Assisted Gravity Drainage (SAGD). Our Long Lake facility, located in northern Alberta just south of Fort McMurray, began producing in 2008 and is a SAGD-only operation for the interim, with production capacity of around 72,000 barrels of bitumen a day.
This position is an 12 months contractor role; the successful candidate will be onboarded through a third party contracting agency.
- Bachelor’s Degree in Electrical/Instrumentation Engineering or related discipline.
- Professional Engineer (P.Eng.) designation in Alberta (or eligibility).
- 10+ years of instrumentation and controls engineering experience in oil sands, upstream, or heavy oil projects (brownfield experience preferred).- Strong knowledge of industry standards (ISA, IEC, CSA, API) and applicable codes.
- Experience reviewing and approving instrumentation deliverables from EPC contractors.
- Hands-on experience with field verification, loop checks, tie-ins, and commissioning support.
- Proficient with DCS/PLC systems (Honeywell, Emerson, Yokogawa, ABB, or similar) and control system communication.
- Familiar with instrumentation selection, calculation, sizing, wiring diagrams and installation details.
- Strong communication and collaboration skills across multidisciplinary teams.
- Ensure all instrumentation and control systems comply with company engineering standards, industry codes (ISA, CSA, IEC, API, etc.), and applicable regulatory requirements.
- Review and approve instrumentation and control system design documents from EPCs/third-party contractors, including instrument datasheets, I/O lists, loop diagrams, control narratives, cause & effect diagrams, and control system architecture drawings.
- Monitor contractor deliverables and schedules to ensure alignment with project milestones.
- Provide timely feedback and solutions for instrumentation-related technical issues to avoid delays.
- Conduct site visits and inspections to verify installation, tie-ins, and constructability of instrumentation systems.
- Provide resolution for field queries (RFIs) and ensure accurate as-built documentation.
- Support preparation, review, and issuance of EWPs covering instrumentation scope (control valves, transmitters, analyzers, PLC/DCS interfaces, etc.).
- Collaborate with construction and commissioning teams to ensure EWPs are technically complete and practical for field execution.
- Ensure designs and field installations meet safety, environmental, and reliability requirements.
- Validate vendor packages and control system integrations against project specifications.
- Track engineering, procurement status for all instrumentation and control related scope.
