Currently, our Reactor Programs Division has a Contract Officer temporary opportunity. The Reactor Programs division is accountable for the preparation of forced and planned outage schedules in order to meet the goals and objectives of our preventative maintenance program and life-cycle management plan.
The Contract Officer plays a critical role in providing support to project leaders and field installation supervisors in the initiation, management and control of all maintenance contracts associated with Outages projects – ensuring they meet safety, quality and performance requirements within budget and schedule commitments.
This is a temporary position which may be for a period of up to 12 months, offers a competitive compensation package and is located on-site in Tiverton, Ontario.
Key Responsibilities
•Administer contracts in accordance with Bruce Power standards and procedures on behalf of project leaders, and participate in development of the standards, procedures and guidelines
•Facilitate start-up and shutdown activities for contracts
•Monitor contractor performance ensuring commitments are met in the areas of safety, budget, quality and schedule
•Perform contractor liaison with other site organizations acting as a single point of contact for contracts
•Input to tendering documents to ensure their completeness and participate in contractor and bid evaluations
•Coordinate the independent verification of contractors standards to meet safety, regulatory and quality requirements
•Validate contract status and authorize contract payment
•Manage and control changes to contract scope
•Liaise with Supply Chain and other internal project partners
Knowledge and Skills
Demonstrated capabilities in the following areas:
•Sound knowledge of engineering / technical / contractual services related to planning, implementing, and executing maintenance and service contracts at Bruce Power facilities
•Comprehensive knowledge and understanding of OHSA requirements, Bruce Power safety rules, regulations and procedures
•Extensive knowledge of contract standards, procedures and procurement processes
•Knowledge of Project Management and Contract Administration principles
•Technical knowledge of a broad base of electrical and mechanical processes and the ability to interpret drawings / specifications working closely with line management, Procurement, Finance, and contractors
•Knowledge of company purchasing policies and procedures, business administration and contract law
•Strong communication skills, with the ability to persuade and influence others
•Broad knowledge of Bruce Power business environment
•Values the work and is committed to a high standard of performance
•Demonstrated ability to achieve task results consistent with requirements for safety, quality, quantity, timeliness and resource allowance
•Knowledge of contract standards, procedures and procurement processes is a requirement; completion of the Contract Manager qualification considered an asset
•Demonstrated ability to lead the workforce through all phases of outage preparation and execution
Education and Experience
•This knowledge is considered to be normally acquired through the completion of 4 years of University training or an equivalent combination of Education and Experience in a related field
•A period of over 8 years and up to and including 10 years relevant experience is considered necessary to gain the knowledge required to perform this role
•Extensive experience in the contracting out of services for nuclear power plant relating to maintenance and inspection contracts
•Requires sound practical experience to understand, coach and influence mixed services personnel through the phases of organizing, scheduling and execution of Contract work, and to motivate the same to integrate their efforts and attain optimal work performance
•Direct supervisory experience normally acquired through supervising a workforce performing inspection and/or maintenance activities considered an asset
•Professional Engineer (P.Eng) designation and Responsible System Engineer (RSE) are desired assets
