Job Description
Gas System Integrity (GSI) - Maintenance Planning has an opening for a Consulting Engineer specializing in Integrity Management.
GSI - Maintenance Planning is responsible for integrity management of PSE’s pipeline assets with the overall goal to identify and reduce pipeline safety risks. The workgroup is also responsible for developing and prioritizing maintenance projects and programs in PSE’s natural gas system.
GSI - Maintenance Planning engineers conduct ongoing engineering evaluations in order to develop cost effective solutions to maintenance issues identified during routine inspections and field work, known aging infrastructure concerns, and regulatory commitments. They also provide:
•Pipeline safety risk reduction strategies
•Oversite and management of integrity management programs
•Budget optimization and portfolio development for gas maintenance projects
•Data analytics for leaks, methane emissions, and continuing surveillance records
•Business plans and justification for integrity management programs and strategies
•Clean energy initiatives support including alternative fuels and methane emission reduction tactics
•General rate case and multi-year rate plan support
•Emergency response support during on-duty rotation assignments and as needed
The successful applicant will be a subject matter expert (SME) in natural gas engineering methods and processes with the experience to continue to enhance integrity management principles. Additionally, the successful applicant will be a proven collaborator with the ability to work across department boundaries to solve technical problems aligned with PSE’s goals and strategies.
The core responsibilities for the Consulting Engineer position include:
•Leading the assessment of PSE’s overall pipeline safety risk for both the distribution and transmission system
•Leading the examination of system data to quantify risk at the asset and threat level
•Using these assessments to communicate status and risk mitigation recommendations to upper management, internal stakeholders, and external customers such as the WUTC
•Providing technical oversight over various risk mitigation programs to ensure they are reducing risk at the intended level and proposing strategic modifications as needed

Job Responsibilities
•Preparing complex engineering plans, designs, specifications, standards, and evaluations utilizing specialized analytical skills
•Communicating conclusions and recommendations from evaluations/studies to upper management to facilitate risk awareness and decision making
•Leading technical solution development across departments and organizations to build consensus around complex technical problems
•Providing technical leadership, support, and mentoring to Gas System Integrity engineering staff to strengthen the depth and breadth of skills within PSE’s engineering workforce
•Leading, coordinating, and reviewing the work of Gas System Integrity engineers, peer engineers, engineering assistants, field technicians, and others who assist in specific assignments (including contractors/consultants)
•Leading efforts to monitor data and information from Gas Operations personnel to identify areas of risk within the natural gas system
•Sharing assessments across departments and with leadership to ensure proper mitigation is in place
•Maintaining technical department processes associated with Gas System Integrity work, identifying and closing gaps where needed, and leading efforts to develop new processes that support business improvements
•Identifying potential areas of weakness with technical processes/work across different gas engineering working groups and skillfully engaging peers and leadership to pursue corrective action
•Communicating complex technical solutions to personnel possessing a wide variety of educational and employment backgrounds, including in public forums in both verbal and written forms
•Ensuring compliance with codes, standards, and design, operation, and maintenance requirements
•Maintaining knowledge of industry developments and best practices and their application at PSE to further business objectives
•Representing Gas System Integrity and PSE in industry forums
•Supporting emergency response work as requested including immediate and extended restoration efforts driven by weather and other system failures.
•Performs other duties as assigned.
Minimum Qualifications
•Bachelor of Science degree or PE license in electrical, mechanical, civil or other appropriate engineering field.
•Extensive experience in planning, design, specification preparation, maintenance, project cost estimating and scheduling (typically achieved after 10 or more years practice as a degreed engineer). Years of acquired experience is provided as a guide and alone does not constitute readiness for job level as individual’s skill acquisition rates can vary significantly.
•Advanced technical and scientific expertise.
•Experience leading engineering projects.
•Strong interpersonal and communication skills.
•Ability to work effectively and collaborate with a wide range of internal and external customers.
Desired Qualifications
•Significant experience working in the natural gas utility industry, preferably in an engineering capacity related to system operations, maintenance, design, and risk management
•Experience successfully providing technical leadership to a diverse set of stakeholders including peers, leadership, and across organizations
•Experience leading technical teams and providing coaching and constructive feedback to team members
•Possession of a Professional Engineering License
•Knowledge of engineering economics and utility accounting practices

The pay range for this position is $120,400.00 - $200,400.00, and this position is eligible for annual goals based incentive bonuses.
