Job Summary
Responsible to the Field Services Supervisor for on-site daily construction observation of transmission, substation, and distribution facilities in support of the Project Management Office (PMO) and Distribution Engineering Department. Monitors stormwater permits and compliance associated with construction of various projects. Works in conjunction with CORE’s design engineers, consulting engineers, CORE’s Engineering and Operation’s Departments, contractor personnel, developers, customers, and other utilities to ensure facilities are constructed in compliance with the latest contract standards, specifications, and codes, along with local, state and federal requirements
Essential Duties and Responsibilities
- Observe construction of substations, transmission and distribution projects. Including installation, removal, upgrades, and relocation of assigned SI and new consumer projects
- Acts as liaison between the contractor, customer, CORE personnel and consultants.
- Oversees work associated with project requirements from project preconstruction meeting to FWT (Final Walk-Through), including participation in preconstruction and post job walks, coordinating design modifications, change orders,
- ITC’s (Instruction to Contractor), RFI’s (Request for Information) and material issues.
- Completes daily inspection report and other documentation as required per project utilizing department forms.
- Responsible for managing stormwater permits and monitoring for compliance with the Clean Water Act which includes conducting construction site run-off control reviews, identifying the parameters of coverage and compliance for stormwater discharges, reviews proper installation and maintenance of BMP’s, determines causes of improper BMP ineffectiveness and how to correct, and implements mandated reporting in accordance with local, state and federal stormwater regulations.
- Must maintain Issued for Construction (IFC) drawings and all associated redline markups throughout a project. Must ensure that all redline markups are reconciled on a single IFC set of drawings.
- Overseas post-construction site clean-up and reclamation for FWT as required by project
- Promotes quality control by inspecting construction for compliance with CORE’s specifications and Standards, and electrical codes.
- Adherence to safe working practices within local, state and federal regulations.
- Practices cost control and monitors expenditures, reviews contractor redlines, initiates change orders, and monitors construction scopes and schedules.
- Provides regular updates to CORE’s data and document management software.
- High school diploma or equivalent certificate.
- 10 years of construction or design related experience. A bachelor’s degree in engineering or construction management may be considered in lieu of experience.
- Requires general knowledge of utility construction practices for overhead and underground distribution systems and working knowledge of RUS, IEEE standards, NESC, NEC and OSHA construction regulations.
- Requires valid Colorado driver’s license with satisfactory driving record within CORE’s standards.
- Proficient with Microsoft Office.
- 2 years performing field observation or construction management in the electric utility industry is preferred.
- Certified in stormwater management and erosion control is preferred, or willing to pursue once hired.
Working Conditions and Physical Requirements
Exerting up to 10 pounds of force occasionally. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
