In Canada, CNOOC International has oil sands assets in Long Lake, located in northern Alberta just south of Fort McMurray, which is a SAGD and partial Upgrader operation with production capacity of 85,000 barrels of bitumen a day. We also have interest in several other oil sands projects, including Hangingstone, operated by Greenfire Resources Operating Corporation and Syncrude’s oil sands mining upgrading facility. In addition to our oil sands business, we have shale gas land in Northeast British Columbia, a power station in Balzac, Alberta, and interest in a wind farm in southern Alberta. This dynamic role will be instrumental in supporting commercial negotiations, managing key stakeholder relationships, and delivering strategic insights that enhance the value of our assets and drive long-term business performance.
- 8+ years of experience in a commercial advisory profession or relevant field。
- Undergraduate or post graduate degree in appropriate subject (e.g. Law, Business Studies, Economics, Engineering, Geosciences)
- Significant work experience with a solutions-focused, can-do approach to their work, along with great communication and teamworking abilities.
- Experience in building economic models required with knowledge of international fiscal systems a helpful asset.
- Capable in oral and written Spanish and/or Portuguese beneficial.
- The Commercial & Economics Advisor is responsible for leading commercial & economics work related to various Commercial & Economics initiatives as well as gathering, analysing, and presenting information related to various CNOOC International opportunities. Responsibilities include:
- running project economics;
- coordination of all commercial efforts (including direction of work by legal, tax, finance, etc) related negotiation of confidentiality agreements, joint bidding agreements, offer letters, farm in agreements, PSC’s, and sales & purchase agreements;
- representing the company as lead negotiator before host governments or other counterparties;
- gather and disseminate relevant competitive intelligence that may impact the current CNOOC portfolio: financial status of partners, competitor portfolio moves, distressed companies, etc. Gather external information to analysis and interpret commercially-relevant business intelligence, benchmarking data and information on competitor activities in the Americas upstream sector;
- completion of Above Ground Risk Identification with further analysis if project proceeds to bid;
- Economic Analysis & Valuation & Organizational Support;
- Build, maintain and utilise Excel based models of fiscal regimes appropriate for opportunities being considered by the Business Development Centre; Implement and use best appropriate petroleum property evaluation processes, tools and methodologies in-line with corporate standards to evaluate the economic merits of the acquisition or divestiture activities for CNOOC International;
- Suggest and introduce improvements to the Business Development Centre economic evaluation standards to ensure the highest levels of economic modelling diligence;
- Contribute to the development of commercial and economic standards for the BD Centre;
- Transaction Support & Project Management Work;
- Prepare documentation on key Commercial & Economics metrics and risks, including documentation related to agreements and deal structuring;
- Prepare risk assessment for non-technical considerations along with detailed commercialization reports as required by the region (ie: market studies); propose price assumptions if no corporate forecast is issued;
- Participate in negotiations related to confidentiality agreements, offer letters, joint bidding agreements, Sales & Purchase Agreements, Production Sharing Agreements, and Joint Operating Agreements related to M&A and New Ventures acquisitions or divestitures;
- Complete the Risk Identification Checklist of non-technical items for project specific regions. As the project progresses, ensure any issues highlighted are investigated and mitigation plans developed;
- Contribute to the development and ongoing modifications of CS standards and guidelines for the BD Centre;
- Engage with Americas Asset Teams to ensure all commercial requirements are fulfilled. From the outset this will include developing positive long-term relationships with potential partners through the establishment of commercial arrangements to proactively support the asset team, and managing the ongoing relationship through JV partner (JOA) obligations as requested by the team;
