Springdale Water Utilities is now accepting applications for the position of Collection Operator.


High school diploma or equivalent required.

Obtain, within three (3) years, a Class II Water Distribution Operator’s License issued by the Arkansas Department of Health. Employees in this position are strongly encouraged to obtain a Class IV Water Distribution Operator’s License. The Utility’s compensation system is designed to motivate employees to contribute to the maximum of their ability by compensating based on their job performance and meeting licensing requirements. Inability to obtain proper licenses, within a year of being eligible to test, will result in a decrease of potential merit increases.

Employee must obtain and maintain, within 6 months, a State of Arkansas Commercial Driver’s License commensurate with work duties and remain insurable by the carrier providing automotive insurance coverage to the Springdale Water and Sewer Commission.


Job Description

Working under the direction of the Collection Supervisor and supervision of the Distribution Director and the Collection Manager, this individual is a member of a two-man crew working in the water distribution and sanitary sewer collection systems owned, operated, and maintained by Springdale Water Utilities, hereinafter referred to as the Utility. The collection system crew is charged with the primary responsibility of cleaning sanitary sewers and interceptors, manholes, siphons, lift station wetwells and other facilities used in the Utility’s collection, pumping, and treatment systems; however, it is expected to perform other duties in the Utility’s water distribution and sanitary sewer system as directed by the Distribution Director. Members of the collection crew are responsible for ensuring appropriate health and safety measures are executed. This is a safety sensitive position. Pre-employment and random drug testing are required per DOT regulations.

This position is required to be on call (duty assignment) at scheduled weekly intervals and to be available for working outside normal business hours.


2. GENERAL DUTIES & RESPONSIBILITIES

Members of the collection crew are assigned the responsibility of operating specialized equipment used to clean and remove accumulated debris and other foreign material in the Utility’s sanitary sewer collection system. Since this crew operates and maintains high pressure sewer cleaning equipment, it is frequently called upon to remove blockages that can result in overflows and sewer backups. From time to time this crew will assist with other maintenance duties in the sewer and water systems. Work assignments shall include, but are not limited to the following:

· Using specialized equipment, clean and remove all accumulated debris and foreign matter from sewer lines, manholes, wetwells and other sewer system facilities

· Assist the camera crew in the identification of sources of extraneous water, defective pipe and joints, root infestation, and other conditions which would interfere with the efficient transportation of wastewater in the collection system

· Respond to emergency conditions requiring the removal of blockages in sewer services, mains, siphons, and manholes

· Install, calibrate, maintain, and retrieve data from flow monitoring devices used to identify line segments and mini-systems with excessive infiltration and inflow

· Perform smoke testing and dye tracing to identify points of infiltration and inflow

· Update maps of the Utility’s sanitary sewer system

· Provide reports and video recordings of deficiencies in the sewer system

· Perform other duties required to improve the operations and efficiency of the sewer collection, pumping and treatment systems

· Assist with the housekeeping, cleaning, and maintenance of workplace facilities

· Clean and maintain all vehicles, equipment, and tools assigned to the crew

· Assist other Utility crews and divisions, when called upon, in the maintenance, repairs, and minor construction of the Utility’s water and wastewater systems


· Perform other duties as assigned

Demonstrate the ability to understand operational principles of a sewer system

- Capable of operating, maintaining, and performing minor repairs to specialized equipment and tools used to clean and inspect municipal sewers

Assist in the training of employees with less experience.


5. PHYSICAL REQUIREMENTS

Work is primarily performed outdoors, in every kind of weather conditions, and in wet, muddy, confined work spaces such as ditches, pits, underground vaults, manholes, and wet wells. Noise intensity ranges from moderate to extreme. Exposure to hazardous materials ranges from moderate to fairly high. Sewer work includes contact with odors and gases such as hydrogen sulfide and methane; in confined spaces where sufficient oxygen levels may be lacking; and working in a wastewater environment. Employees are expected to work around moving objects or vehicles and to observe safety precautions while working in streets, highways and other public thoroughfares. The work requires dexterity of hands and fingers to operate specialized equipment and tools; physical agility to reach overhead, above the shoulders and horizontally; walk over rough, uneven surfaces; stand for extended periods of time; bend at the waist; the ability to hear and speak in order to exchange information; and occasionally lifting of moderately heavy items.
