GENERAL POSITION SUMMARY: The Civil & Mechanical Quality Manager is responsible for overseeing and ensuring the quality and compliance of all civil and mechanical scopes of work on large utility-scale solar farm projects. This role provides strategic quality oversight, develops and implements Inspection and Test Plans (ITPs), manages Non-Conformance Reports (NCRs) and Root Cause & Corrective Action (RCCA) processes, and drives continuous improvement across foundational, structural, mechanical, and balance-of-plant systems. The Civil & Mechanical Quality Manager ensures work meets contractual requirements, regulatory standards, industry codes, and project specifications while fostering a culture of accountability, precision, and operational excellence.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following (Other duties may be assigned):

- Oversees quality inspections for all civil construction activities including earthworks, foundations, concrete, drainage, and access roads to verify compliance with drawings, specifications, and environmental requirements.

- Ensures civil work integrates seamlessly with mechanical and electrical scopes across solar farm installations.

- Manages quality oversight of mechanical work including racking systems, trackers, torquing, structural components, and balance-of-plant assemblies.

- Verifies mechanical installations adhere to manufacturer requirements, project standards, and engineering documentation.

- Develops, implements, and maintains ITPs for civil and mechanical works, including hold points, witness points, and acceptance criteria.

- Ensures ITPs are aligned with project specifications, codes, engineering requirements, and client expectations.

- Trains site teams and subcontractors on ITP compliance, inspection documentation, and quality procedures.

- Leads identification, documentation, and resolution of NCRs related to civil and mechanical scopes.

- Implements structured RCCA processes to eliminate root causes and prevent recurrence.

- Tracks NCRs from initiation through closure, ensuring timely corrective and preventive actions are completed.

- Communicates NCR trends, quality risks, and RCCA outcomes to leadership and project stakeholders.

- Establishes and enforces document control protocols for SOPs, QAPs, ITPs, NCRs, and audit evidence.

- Maintains strict version control of all civil and mechanical quality documents to ensure teams operate from current approved revisions.

- Coordinates quality documentation reviews, approvals, and submissions with project management and engineering teams.

- Archives and safeguards inspection records, test reports, and quality evidence for regulatory and audit readiness.

- Provides structured reporting on documentation status, ITP progress, NCR closures, and overall project quality performance.

- Collaborates with construction managers, subcontractors, environmental teams, and commissioning groups to resolve quality issues in real time.


MINIMUM EDUCATION/EXPERIENCE:

- Bachelor’s degree in Civil Engineering, Mechanical Engineering, Construction Management, Quality Management, or related discipline preferred.

- Minimum of five (5) years of quality management experience on large-scale infrastructure, utility, or renewable energy projects.

- Experience with solar, substation, or EPC civil and mechanical construction highly preferred.


LICENSES/CERTIFICATIONS:


- None Required.


SKILLS AND ABILITIES:

- Strong knowledge of civil construction methods including earthworks, concrete foundations, piling, grading, and drainage systems.

- Strong understanding of mechanical installation requirements for racking, trackers, structural steel, and torque procedures.

- Proficiency in developing, implementing, and managing Inspection and Test Plans (ITPs).

- Skilled in NCR management, RCCA methodologies, and quality control processes.

- Familiarity with ISO 9001 quality systems, ASTM standards, ACI standards, AWS requirements, and industry-specific renewable energy specifications.

- Excellent leadership, communication, and interpersonal skills with the ability to mentor diverse teams.

- Detail-oriented, organized, and proactive in identifying issues and implementing solutions.

- Ability to build a culture of accountability, ownership, and continuous improvement across project teams.

- Ability to collaborate effectively with construction, engineering, environmental, and subcontractor groups.

- Ability to travel frequently to job sites and work in fast-paced field environments.

- Ability to walk long distances, navigate uneven terrain, climb stairs and ladders, and work outdoors in varying weather conditions.

- Ability to wear required personal protective equipment (PPE) for extended periods during field inspections.

- Ability to sit, stand, walk, and use hands/fingers for extended periods while performing inspections or reviewing documents.
