Boater Pump-Out Intern

Position Summary Department: Water Quality Sub Family: FLSA Status: Non-exempt Grade: Part Time The Boater Education and Pump-Out Program is a supportive effort of HRSD and the Wildlife & Sport Fish Restoration Grant Program - administered by the Virginia Department of Health, and the Cities of Hampton, Norfolk, Portsmouth, and Virginia Beach. Under broad guidance, the Boater Pump-Out Intern is responsible for providing community education, performing holding-tank pump-outs at local marinas and residences, and conducting other office and field support activities.

The Summer Season operates Memorial Day weekend through Labor Day weekend on Fridays, Saturdays and Sundays. The Winter Season operates Labor Day weekend through Memorial Day weekend on Saturdays and Sundays. This position is a temporary internship with a three (3) year maximum duration.

Education Required

- Currently enrolled as a college student from an accredited college/university pursuing a degree in applicable fields of study. Or postgraduate from an accredited college/university within two years.

Licenses and Certifications Requirements

- Valid Driver’s License from state of residence.

Position Duties and Responsibilities

- Collaborates with team members to provide scheduled pump-out services to the boating community in Hampton Roads, ensuring efficient and effective operation on an appointment basis.

- Operates a manual portable pump-out cart to safely remove waste from marine sanitation devices, adhering to SOPs and best practices.

- Transports wastewater to HRSD treatment plants for environmentally responsible disposal in compliance with regulatory guidelines.

- Engages in professional communication with boat owners, and the public, promoting awareness of proper sewage disposal practices and the environmental impact of illegal dumping in waterways.

- Assists in establishing connections with marina dockmasters, dockhands and other local groups to promote the program and its services. Revised 2/2025 Page 1 HRSD - Boater Pump-Out Intern - Year Round

- Staffs information tables at educational events and festivals throughout Hampton Roads, to educate the community on local laws and the environmental consequences of improper sewage disposal.

- Initiates contact with prospective customers via telephone and in person, providing information about the Program and services.

- Drives HRSD vehicles to marinas and treatment plants, ensuring the safe and timely arrival to service appointments, and compliance with all operational guidelines.

- Operates, maintains, and transports portable pump-out equipment, ensuring readiness and functionality for service appointments.

- Performs general maintenance and repairs on portable pump-out equipment, troubleshooting issues and ensuring optimal performance.

- Collects information from daily activities using Geographic Information Systems (GIS), promptly reporting issues to support program evaluation and improvement.

- Utilizes Geographic Information Systems (GIS) to create and update detailed marina maps, ensuring accuracy for program use.

- Provided the opportunity to contribute original ideas or content, such as drafting blog posts, designing graphics, creating presentations, or brainstorming solutions to problems.

- Supports the training and leadership of summer seasonal staff, ensuring effective onboarding and fostering a collaborative work environment.

Skills and Qualification Requirements

- Must be able to perform simple mathematical calculations using addition, subtraction, division, and multiplication.

- Must be able to follow technical instructions, procedures, and schedules.

- Must support a diverse and inclusive work environment where differences are respected and embraced

Physical and Mental Requirements

- Must have the physical dexterity to accomplish the duties defined herein

- Medical certification of physical requirements may be required.

- Must be able to work 5-10 hour shifts outdoors in varying climate conditions.

- Must be able to move loads up to 200lbs and lift loads up to 50lbs.

- Must be able to walk, climb, stand and bend for extended periods of time.

- Work environment requires employees to handle, with protection, wastewater.

- Work involves working on and around marina docks and boats, thus swimming ability is highly desirable - wearing a life jacket is an alternative requirement.
