The Billing and Collections Department of the Springfield Water and Sewer Commission is seeking an experienced billing professional for the position of Billing Data Entry Specialist. This position’s primary areas of focus are generating, processing, and analyzing accurate input and organization of information for billing; and, researching and resolving billing inquiries. Under the direction of the Billing and Collections Manager and with assistance from the customer service department, the Billing and Data Entry Specialists are responsible for producing monthly bills for approximately 25,000 customers. The successful candidate will be proficient in Microsoft Office and an experienced user of customer service/billing software. Excellent verbal communication skills (speaking and listening), exceptional professionalism, high level of attention to detail, and advanced de-escalation skills are required.

SWSC was established in 1996 as an independently operated and managed regional water and wastewater utility that provides retail and wholesale water and sewer service to approximately 250,000 customers across multiple communities in the lower Pioneer Valley. The SWSC has approximately 250 employees that operate and maintain a system of one thousand miles of water and sewer pipe, treatment plants, reservoirs, watershed land, dams, and other critically important infrastructure that serves the public.
Commission employees protect public health and the environment for 250,000 people by providing drinking water and wastewater service and stewarding the Commission’s expansive watershed and water infrastructure. Examples of duties of the Billing Data Entry Specialist include:
- access/import, review, and analyze data from meters and use the data to prepare bills for customers
- review and validate changes to customer accounts (new services, meter repairs, service shut-off, etc.) for accuracy and appropriateness
- calculate balances for real estate closings
- review and validate applications from customers for financial assistance
- record payments and adjustments on customer accounts and track changes for journal entries

- have at least 3 verifiable years of experience in billing systems. Experience with utility or municipal billing systems is preferred.
- be proficient in the use of computer software programs including word processing, databases, and spreadsheets
- be able to accurately and efficiently produce reports and spreadsheets
- have exceptional communication skills and the ability to respectfully and effectively communicate with all customers from our diverse community
- have excellent organizational skills and the ability to multi-task in a fast-paced and deadline-oriented environment
This is a full time position and the typical hours are Monday-Friday from 8:00-4:30. There is occasional overtime when the bills are being prepared. The hiring salary range is $65,000-$68,000. The Commission offers a competitive compensation package including 3 weeks of vacation, 13 paid holidays, paid sick and personal time, and an affordable health/dental plan. Employees are required to enroll in the City of Springfield's retirement plan. Service time in a PERAC retirement plan might be transferrable to the City of Springfield's plan.
