About This Job


The Position

The Water Engineering and Technology Department is seeking an Associate Engineer - Data Analysis. This position performs various engineering-related duties, applying engineering and GIS knowledge to support wastewater and stormwater system modeling, and data analysis under the direction of a Professional Engineer.


Notes:

- The current budgeted title for this position is Engineering Project Coordinator, the title change to Associate Engineer is pending Board approval.

Essential Functions

(The essential functions listed below are not intended to reflect all duties that may be assigned to this classification. CWS may augment duties and/or essential functions at its discretion. Additionally, some incumbents may not perform all Essential Functions.)


- Assists with different levels of data modeling, data analysis, and data visualizations, hydrologic and system modeling, analyzing sewer and stormwater systems to ensure effective flow management and system resilience. Performs spatial and hydrologic analyses utilizing ArcGIS and related applications, providing actionable recommendations to stakeholders.

- Maintains, updates, and analyzes modeling databases to support operational and long-term planning needs.

- Develops, tests, and troubleshoots geospatial and script-based tools to assist modeling analyses. Performs in-depth flow monitoring analysis including RDII analysis, to ensure the quality of the data and provide insights to assist hydraulic modeling and capital planning.

- Provides initial review and documentation of industrial and temporary discharge requests.

- Works in coordination with the CWS GIS team to develop, document, and enhance GIS workflows and processes, ensuring GIS system functionality by testing software, and troubleshooting to support engineering design projects.

- Acts as a technical resource for the Research and Innovation team and assists with building proof of concept for innovative solutions, including 3D printing.

- Maintains current knowledge of industry trends, digital advancements, and innovative practices to propose new approaches and tools. Supports continuous improvement in project delivery, increasing efficiency and effectiveness across engineering and operational processes.

- Assists with preparing and maintaining technical communications, project records, design workshop presentations, construction contract documents, and construction inspection notes.

- Maintains a positive, equitable, and inclusive workplace culture to improve the understanding and recognition of diversity and foster multidisciplinary and integrated team approaches.

- Drives a CWS or personal vehicle for work-related purposes.


Qualifications


KNOWLEDGE OF:


- Theory, principles, and practices of civil engineering

- Principles and practices of hydrology, wastewater, and stormwater engineering as they apply to system modeling and data analysis

- Work planning, scheduling, and team organization

- Computer applications for engineering and project management

- Geospatial Information Systems (GIS) for wastewater management, including spatial analysis and geoprocessing

- Principles of project planning and management

Pertinent federal, state, and local laws, codes, and regulations


SKILL IN:

- Preparing presentations

- Reviewing engineering documents, evaluating engineering studies,

- Problem-solving, identifying alternative solutions, data collection, analysis, and validation

- Understanding technical documentation, administrative reports, drawings, specifications, and construction contract documentation

- Interpreting and applying pertinent federal, state, and local policies, procedures, laws, and regulations

Use of software platforms for spatial analysis, data analysis and management, presentations, and project coordination


ABILITY TO:

- Plan and organize assigned work to meet deadlines

- Understand and interpret specifications, maps, plans, and reports of complex modeling and GIS reports

- Establish and maintain effective working relationships with those contacted in the course of work including a variety of CWS staff, contractors, community groups, and the general public

- Operate effectively in a team environment

- Communicate effectively, both orally and in writing

EXPERIENCE AND TRAINING GUIDELINES:

The following are the minimum qualifications for this position.

6 months of internships or project work in civil or environmental engineering with a focus on GIS or a related field; (GIS preferred)

Bachelor's Degree from a nationally accredited institution in civil, chemical, or environmental engineering including coursework in hydraulics, hydrology, wastewater processes, survey, and project coordination

CERTIFICATION AND LICENSURE REQUIREMENTS:

Candidates must possess and maintain a valid state-issued driver’s license.

Engineer-in-Training (EIT Certification) within 12 months of hire.

Depending on hours worked and duration of the position, temporary employees may qualify for an offer of medical benefits, deferred compensation, and employee discounts.
